Delaware Technical Community College received an email request from a prospective student (individual filing complaint) on July 31, for review of an unofficial transcriptThe Department Chairperson responded to the request indicating that College Policy specifies that students must apply to
the College and submit official transcripts for a review of courses to occurThe prospective student contacted other department chairpersons at the College requesting that courses be reviewed "unofficially''When this was not completed, the prospective student's father contacted the original department chairperson who reiterated the College's policyOn September 12,2014, the prospective student sent an email to the Campus' Job-line email account sharing his concernsThe Human Resources department forwarded the email to the Dean of Instruction who investigated these concernsOn September 12, 2014, the Dean of Instruction sent the following email message to the prospective student:
Dear MrXX,
Our Human Resources department forwarded the email below that they received via the College's electronic job lineI met with MrXX ,who confirmed that you did send several emalls to him and other department chairpersons re: review of your transcript and that your father had contacted him regarding the review of your transcriptThroughout these correspondences, MrXX clearly indicated that you will need to submit an admissions application and your official transcript to the College for an official review to be completed Per Delaware Technical Community College's Student Handbook and Curriculum Guidelines,
Evaluation of Transfer Credits
Credits from post secondary institutions that are accredited by a U.SDepartment of Education approved regional accrediting association will be accepted, if they apply to the established curricula of Delaware Technical Community College (Delaware Tech) and meet other requirements listed below
Transfer Credit Evaluation Process:
• The student must request and arrange for an official transcript from transferring institution to be sent to Delaware Tech
• The student must be admitted to Delaware Tech before transfer credits will be evaluated or posted to the student's academic history/transcript
• The Delaware Tech department chairperson who has oversight for the subject will evaluate course(s) for equivalent learning outcomes to a Delaware Tech course(s) when the following criteria is met:
o The student earned a grade of "C" or better in the course being evaluated for transfer;
o The course is applicable to a Delaware Tech major,
o The course is eligible for transfer consideration based on the Age Limits on Courses PolicyApproval of transfer credit for a course does not mean the transfer credit will satisfy selective programs' admission requirements or will apply to academic program requirements

Following this correspondence, the prospective student contacted the College's Civil Rights Coordinator via email on September 20, requesting assistance with his concernThe College's Civil Rights Coordinator responded on September 24, with the following guidance,
Dear MrXX:
As explained to you by Dean XX, you have not followed the correct procedure which would result in the evaluation of your transcript There is no office which can respond until you comply with the proper procedure
To this date, the prospective student has not foUowed guidance provided by the College faulty/staff/administrationWe are happy to review this individual's transcript once he applies to the College and follows the procedures outlined in the Student Handbook and Curriculum Guidelines

I have reviewed the response made by the business in reference to complaint ID [redacted] and have determined that this does not resolve my complaint. 
Attached to this response you will find the request that I made to Mr. [redacted], the chairman of the electronics engineering technology program,
and his response on August 1, 2014.
 I asked Mr. [redacted]l : "......If I email you an unofficial transcript (from [redacted] University) would you be able to do a preliminary credit evaluation
to determine what courses would transfer into the program?"
His response was: " I would be happy to evaluate your transcript. Please forward it to me. I look forward to working with you."
As you can see, I was never informed to apply for admission.
If I was told that I had to apply for admission, I would have never emailed him my unofficial transcript from [redacted] University.
I only asked him a question and he took responsibility.
He agreed to accept confidential information via email from me to conduct a preliminary credit evaluation on my behalf and upon completion
of that evaluation to email me the results.
There is no reason for the college to withhold the results of the evaluation as I have done nothing wrong.
I have been waiting for 3 months to receive the results of the preliminary credit evaluation.
I need to know from the Revdex.com when will the college email me the results.

I am in receipt of notification from you that upon review of the College's initial response to the complaint submitted on 10/14/2014, the consumer has submitted additional concerns regarding this case. As stated in my previous response, the College's Student Handbook provides clear guidance on
the matter of its Transfer Credit Evaluation Process.This information can be accessed electronically for potential students via our College webpage (https://www .dtcc.edu/academics/student­ handbook/academic-policies). Ihave provided this information in this follow up response. This policy has been shared with the consumer on several occasions.

Review: Recently I made an order to my college's (Delaware Technical and Community College Wilmington Campus) online bookstore ([redacted]) for a math text book that I need in 2 days. The book was ordered on August 17th 2014. In total, the cost was $52.75 for the text book plus shipping. ISBN is: 9781256676898. According to FedEx, they received package information on 8/19/14 and began shipping 8/20/14. I tracked my packed daily and it went from New Jersey, to Pennsylvania, and to Delaware. FedEx's tracking page stated that it delivered and left to my front door around 9:34AM on 8/21/14 while I was at work. When I got home, there was no package. I asked my family members if a package came in for me and all that was delivered to my home was an Avon box from UPS, NOT a Textbook from FedEx. My mother said she did not hear a knock or a doorbell from FedEx, only UPS. I contacted FedEx after asking around my neighborhood if anyone has received a package addressed to me. Nobody did. I searched around my home, my package was not around. FedEx researched on where my package would be but they contacted me on 8/23/14 to inform me that the FedEx driver surely placed the package at my front door and that I should contact the shipper. On 8/22/14 I contacted my college's bookstore explaining my situation. Unfortunately a store clerk said that it is FedEx's responsibility once the book leaves their site to be delivered and cannot do anything about it. I paid up $52.75 for nothing but frustration and extra stress to add onto the current stress I have for the starting days of college. I am now looking through my college's online website for their policies regarding missing deliveries and there is none. I feel ROBBED.Desired Settlement: I honestly need this math book for my classes and although a clerk told me that I'm not the only student having problems, it is RIDICULOUS that students--no. CUSTOMERS. It is a shame customers have to be put through this (especially the roundabout delivery companies can give their customers). A replacement is good enough, I don't need my money back, but what I DO need is a text book to use in my math class.

Review: On July 31, 2014, I contacted [redacted], the chairman of the electronic engineering technology degree program

at the Delaware Technical Community College -Owens Campus by email to find out if he can do a preliminary credit evaluation

on an unofficial transcript from Concordia University in Montreal, Quebec, Canada to determine what courses would transfer into

the electronics engineering technology degree program.

On August 1, 2014, he informed me by email that he was able to do a preliminary credit evaluation.

On August 7, 2014, I emailed him my unofficial transcript.

On or about August 18, 2014, my father called Mr [redacted] to find out the status of the preliminary credit evaluation

and he told my father that he sent the unofficial transcript to other chairmen at the college.

Today is October 14, 2014, and I still did not receive the results of the preliminary credit evaluation.Desired Settlement: I would appreciate if the college would email me the results of the preliminary credit evaluation that I requested on

July 31, 2014.
