[redacted] had her friend ([redacted]) contact me from my website and stated that she had visited The Department of Consumer and Regulatory Affairs (DCRA) to find out what she needed to legally rent a basement unit apartment. [redacted] explained that they already had tenants living in the unit and...

needed to find out the process for getting whatever she needs to be compliant.Eventually I spoke to [redacted] directly and she told me that DCRA asked her to bring back plans in order to get a permit. I then explained to her that if you have a basement apartment and no record of the conversion that they request a permit in order to schedule an inspection. After you pass inspections you can get a certificate of occupancy (CO) and then you can get a business license to rent the basement.I also explained that many homeowners complain to DCRA that they purchased their homes with the idea to rent the basement and feel like they are left holding the bag when they realize what is required to obtain a license to rent their basement. We went over this scenario countless times and everybody was on the same page. [redacted] did not fall in that category because she told me that the construction to convert her basement to a separate unit was done without a permitAfter several meetings we eventually set terms in a proposal and proceeded with getting her a permit, CO and business license.[redacted] provided a deposit and I brought my colleague with me to measure the house.
Step 1 was to create a set of plans for the entire house because DCRA required them to get a permit
Step 2 was to obtain approvals to get the permit from DCRA.Step 3 was to pass inspectionStep 4 was to get a CO based on the inspection approvals
Step 5 was to get a business licenseAfter completing Step 1 [redacted] provided another payment because at that point she had only paid for the plan design not the permit management services.
After completing Step 2 [redacted] did not want to pay DCRA the permit fees so we disputed that with for almost 2 months. During this time DCRA started to allow homeowners to get a business license 1st and as long as they can pass an inspection within 4-5 days they can get a CO for a 2 family rental.
I spoke to a Manager at DCRA and he advised me to apply for a business license which I did and sent it to [redacted] via email. She was excited and even met me a local grocery store with a check to pay for the fees.
After she passed the housing inspection she called me and I obtained her CO and immediately sent her a copy via email.
At this point I have provided everything that we discussed. The permit was approved and ready to be printed but we did not need it. The CO and business license were provided to [redacted] via email.Now because of the process or lack of need for the permit I adjusted my final fee for [redacted]. This is when we encountered a problem. I do not wish to pursue the remainder of the contract that [redacted] has signed but I will not have her slander my name. She has paid for services that were provided and as I told [redacted]. I am insulted by the thought that somehow she is unhappy with the service. I never dropped the ball on this project and I provided [redacted] exceptional service. We never had a problem with money and she willingly paid until the last payment.Regards,Roshaun D

I am rejecting this response because:  I contracted Mr. Dennis in February 2013,  to assist me in the process of securing a business license and certificate of occupancy. The process that he laid out as the only option to pursue based on his expert opinion and experience in working with others was outdated.   In fact, this option he presented, had been updated for at least 3 months prior and cost 300% more than the newer process.  Indeed, the process that he mapped out, of creating plans and such was his recommendation.  It is also true that I halted the process at Step 2 after learning from my contractor that the process that Mr. Dennis suggested and to which I had already commited $3000 to was unnecessary and obsolete.   When we ([redacted] and I) confronted Mr. Dennis about this, he claimed ignorance and  stated that he would go to DCRA to inquire. It remains my opinion that as a consultant/ subject matter expert, his due diligence is to keep current with all changes and updates in his field.  So in July, at our coaxing and with the threat of aborting the project,  he reported to us that he validated  what we told him about a newer  DCRA process (he alluded to in his response).  I was excited to finally be moving the project forward and closer to completion and at Mr,. Dennis' request gave him a check for the license fee.  After learning what we did about the process and the fact that neither plans nor permits were necessary for obtaining a business license and that these were the reason for the $3000, I considered the $3000 to be  a deposit toward the project. So, I paid the additional fee separately so as not to intermingle any more money  and expressed an expectation to Mr. Dennis of adjustment to the final cost of the project.   It continue to be my position that I should receive reimburesment of no less than $1000 from Dennis Consulting.
