The billing assistance he received would not approve the increase and only paid the original amount. Therefore the consumer is responsible for the balance. He called them them and advised them not to pay the bill, therefore service was stopped for non- payment. He contacted us about not picking up garbage and we advised him he had a bill due. He became irate and said he said he was not responsible for the bill.  I offered him the promotional rate again, he agreed to pay it and we are done with servicing him.
