[redacted]), enrolled in the Hair, Nails, and EstheticsProgram on September 8, 2010 as a full time student. During this time, [redacted] signed a''Student Enrollment Agreement"'. This is an approved and mandated agreement of the state,at the time, was the Oregon Department of Education. This contract clearly states theRefund, Withdrawal, and Settlement Policy. This Policy required initials and signatures ofagreement by both the student and school official. The policy clearly states that a studentmay cancel enrollment by giving written notice to the school. [redacted] never gave the schoolany notice ofher intention to withdraw. [redacted] completed her entire Esthetics program.Portland Beauty School could have held her financially responsible for the entire Hair, Nails,and Esthetics Program as contracted, but instead only charged her for the Esthetics programthat she completed and accrued late fees. Holly's contracted amount was for $12,400.00.She only paid the school $970.00 after completing the entire Esthetics program.
On February 22, 2011, [redacted] called in and said she would set up an auto payment that week,but never did.
In June of 2012, [redacted] expressed to the director that she wanted to finish paying and go tothe state to take her exam. The director called [redacted] back to remind her that if the balancewas not paid she would be withdrawn.
On January 5, 2016, [redacted] called and wanted to make payments or "meet halfway".
On January 6, 2016, [redacted] called and said she would discuss with her husband to see whatthey could pay. The director gave her the option of paying her balance in full for a 10%discount. The director also stated that if she decided to make payments that she would needto work directly with the collection agency.
