I do not think this is a valid complaint.
As you will be able to see on the attached invoice the cost of the water feature was $5,800 - not $16,000 as this customer stated in the complaint.  The water feature was built in 2010, and the pump had a 2 year warranty....

 There was no mistake made. In a boulder water feature the pump is placed under water and as a to keep it hidden from view under some stones.  The pump is well out of the warranty period. 
When the entire water feature cost $5,800 to construct, I find it hard to believe a repair will cost $3,000.
This customer talked with me two weeks ago and I told someone would be out to check it out when we had a break in our schedule.  We can still send someone out next week, but there will be a fee to replace the pump.  Submersible pumps usually cost between $350 and $500.  And there will be approximately 3-4 hours of labor.  This repair will cost her approximately $500 to $800 if the customer wants to proceed.

I am rejecting this response since I no longer want their services.  I do understand as to why the contractor stated that the price was incorrect. I approximated the total price of the project. I also understand that the pumps have a warranty period.  I also know that these pumps are submerged under water.  Please note the complaint was that the pump was located under the main fall and could not be removed easily due to the location.  In other words,  the pump was not accessible.  Was it the intention of the contractor to place the pump where it is not accessible.  For this reason, we now have to dismantle the major rocks!  That is why the cost from a new contractor was estimated on the high side due to all the labor.
As per **. [redacted]'s response that he informed me that he would call back that was incorrect.  I called him and spoke to him on 4/6/14 1:43 pm and he did inform me of the warranty expiration of the pump and also informed me as to where the pump is located.  He then did offer if we want someone to come over to look at he would.  I informed him that I would check with my husband.  I checked with my husband and he said yes so I immediately called him back but he didnt answer so I left a voice mail the same day at 1:47 pm.  My voice mail stated yes I do want someone to come over and show us where the pump is.  I informed him to please call me back.  As of today, May 1, 2014 I heard no response.  
In closing I no longer require their services since I want the pump to be installed properly so that one can remove easily and not need to dismantle all the surroundings.  To me this is a result of very poor customer service.

Review: First estimate provided has been changed. Deposit of $1,600 with first estimate received and cashed by the company. When second estimate sent to us on 4/16/14, I informed company we do not want to proceed and kindly refund our deposit. As of this date (5/1/14), [redacted], owner has not responded to several requests. Although I signed the first estimate, there is no indication it was a binding contract, no refund policy stated and the estimate contained price ranges.

Should there be no refund in the next 48 hours we have instructed our attorney to file a lawsuit.Desired Settlement: We want our $1,600 back.

Review: Almost 4 years ago we had over a $16,000 waterless pond and pavers put in and the pump does not work and was buried where there was no access to remove. Several attempts were made to the president, **. [redacted] and he never returned the call. Probably they were well aware of the mistake they made. I received another estimate from another contractor and it will cost me about another $3,000 to repair! They will have to dismantle the entire waterfall. I want to report this business due to their lack of customer service. Very very poor customer service and both my husband and I treated all his contract workers with respect. In fact we gave the workers an extra bonus in cash! Never again because this business treats their customers with NO Respect!Desired Settlement: Refund for what I have to pay for damages and also I wanted this business to be reported!
