We received "Brody" on March 8th, days ago (at the time)Two citizens of Syracuse kindly brought him to us,having found him out on the streets of SyracuseAccording to the rules of the City of Syracuse Dog Control:Each dog which is not identified, whether or not licensed, shall be held for a
period of five days from the dayseized during which period the dog may be redeemed by its ownerAn owner shall forfeit title to any dog unredeemed at the expiration of the appropriate redemption period, and thedog shall then be made available for adoption or euthanized.We followed the above regulations, holding "Brody" for five days, and then making him available to find a homewith a new familyFor the next few weeks the dog was promoted on our websites (Pet finder & Facebook)receiving a few applications and interests, that we worked on approving and consideringAfter three weeks of beingmissing, we received a phone call that a family was missing their dogThey said he had been missing for a week andwas possibly grey, then brown, then brindleThey were unable to describe him accurately, and we were unable toproperly match the descriptionWe then received an email with a picture of a dog that closely resembled "Brody".No comments were included in the email.The family then called again, and asked if they could pick up "Brody"It was mentioned that reclaim procedureswould need to be followed, including boarding payment for the dog's time hereThe owner expressed desire toadopt the dog instead of reclaiming, due to financial difficultyWe mentioned that according to policy, someoneother than the previous owner would need to adopt if reclaiming was not an optionWe received no phone calls afterthis time.In the meantime, the dog had connected with a wonderful new personThis new person was approved for adoption,and provided payment, went out and bought bedding, toys, and food, and most importantly - fell in love with hernew-found friend"Brody" was going to be picked up the next day (April 5th, 17) after licensing offices opened.On April 4th, around 7:pm, two people entered our clinic wanting to adopt a dogAs per our regulations we hadthem fill out an applicationBoth people mentioned that they were interested in a dog named "Cane" ("Brody") andthat they had familial connections to the dog (but they were not the previous owners)On our application, the firstperson responded with an answer which disqualified her from adoptionThe second person was offered theopportunity to fill out a second application, as he name was not on the firstUpon application, they wished to see"Brody"It was mentioned to both people that the dog already had an approved application in, and that we wouldprocess their applications in the usual time and manner as other applicantsHowever, there was a chance he wouldbe adopted out pending licensing the next dayThe next day (April 5th, 17) we were called multiple times (speaking with management) by both peopleI wondering when the application would be processed and what the status wasWe let both know that the adopter hadbeen approved and was very excited to bring him into her familyBoth people expressed concerns and wanted us tospeak with the adopter and see if she would give the dog back (upon full payment to the new owner)We did call thenew adopter, and she was saddened by the news that her new family member would be taken away after she hadexcitedly prepared for his homecomingWith that, the adoption continued, as both she and "Brody" were happy andcomfortable together. Regarding the statement that the police would be called if above people wanted to speak with owner- both people were told that the adoption was continuing with a different applicantThey were told that the highest managementofficial (regarding this matter) was the Office Managerand that the doctor (owner) would not have a differentresolution for themThe two applicants became rudementioning that they would sit outside of our hospital until thenew owner came so that they could ask her to release "Brody" to themOur staff then mentioned if that occurred(harassment of our staff or customers) we would call the police in response
