Thank you for the opportunity to respond to this complaint.
**. [redacted] booked for an expedited [redacted] Test with us...

on 04/23/2014. His [redacted] test took place on 04/25/2014 at the [redacted] Test Center. In addition to that, we rented one of our vehicles to him so he could take the skills test.Our instructor, **. [redacted] supervised **. [redacted]'s [redacted] test and based on his performance, deemed he was not ready to get a license. Please find attached to this response a copy of **. [redacted]'s [redacted] Test Scoring Card which details the reason for his failure.
To begin with, **. [redacted], who has been a driving instructor for over 10 years, realized **. [redacted] was not familiar with DC traffic regulations needed to successfully pass the [redacted] test and that is why he inquired if **. [redacted] was from the area. He noticed several traffic violations and in accordance to the [redacted] Test requirements removed points off his scoring card for a total 56 points lost.
**. [redacted] suggested **. [redacted] takes some refresher driving courses to help him polish his skills before taking another [redacted] test but did not advertised it to be with Dexterity Driving School. There are several driving schools in the DC Metropolitan area and **. [redacted] could have gone to anyone of them. Moreover, we are one out of three third-party [redacted] test administrators excluding the DMV itself and hence we do not have any reason to fail him so he would have to come back to us to test again.
Our responsibility as a driving school and [redacted] test administrator is to ensure DC licensed drivers understand and follow the Traffic laws governing the area and help deliver the license to those who demonstrate these abilities for the safety of all [redacted] users. Therefore, we cannot authorize the issuing of a license to individuals whom we strongly believe do not possess the adequate skills to drive in the area
For these reasons, we are asking you to dismiss the complaint that was filed against us without prejudice.

Dear Sir/Madam,
**. [redacted] never tried to settle anything with us. He called me and asked what are the reasons why someone who gets automatic failure during [redacted] test. I explained everything to him and he said to me that he thought that he was badly tested but after my explanation, he decided he was going to call the office to reschedule his appointment. Strangely, the only thing I received weeks after was charge back from my Merchant Payment account. **. [redacted] went to his bank and file a charge back against me. Unfortunately, we had all the proof of **. [redacted] test and we provided them to our merchant and the charge back was reversed.  Now **. [redacted] turned to Business Bureau to file the charge again. If he has any proof that the test was prematurely stopped and he should not have failed his test, he can provide documents to support his declaration and we will compare with all our paper work. In addition, **. [redacted] filled a form and signed at the DMV before the test started (please see previous documents) but he is claiming that he never signed a paper work with us.
As shown in the documents that we provided before, **. [redacted] accumulated more than 21 points during his test and that was the reason why he failed his test. Therefore, we will not issue a refund. Our instructor have no reason to fail him and he has no obligation to come back to our institution. He can take a test with any driving school or the DMV itself.

Rejection of Dexterity Driving Schools response.
 
The driving instructor **. [redacted] definitely did not have the streets of DC's best interest at heart when he was trying to extort money out of me. I was told that the test was going to be approximately 20 minutes or longer. I was only in the car for about 5 mins. **. [redacted] was running late. I asked him was that it. He told me yes after I told him I had no money left after spending on the test and the car. He also stated that he see that I have knowledge of the road, but since I am not from DC maybe I should come see him again. I have lived and driven in this area for almost 7 years which he didn't know. He probably thought I just moved here. He rushed my test to get back to the DMV to give a female a test. I have a witness also that can confirm this asI was clearly upset when I got out of the car with him. I received no information on what to do or any paperwork afterwards. I made numerous attempts to reach their manager, but he never got back to me.

Review: I paid 140.00 to take an emergency rush driving test and the tester **. [redacted] from the school took me around the corner we drove for about 5 to 7 mins. He asked me if I was nervous I said a little. He asked me was I from DC I told him no. He took us back to the facility saying that he says that I am competent to drive, but I should purchase more classes first seeing that I was not from here. What he failed to realize is that I have been living here and driving here for 6 years. I just let my license expire. I made numerous attempts to contact his supervisor no one responded back for 2 days. This guy was clearly trying to take advantage of an emergency situation by trying to get me to pay him more money. I never recieved any paperwork either from this company.Desired Settlement: Termination
