For a non-corporate project requiring structural work I approached DGH to provide me with engineering drawings in order to obtain a permit for the work. They charged me a retainer and an hourly fee for the inspection and assessment which I was fine with, and the engineer assured me that it was a simple enough project and they could deliver according to my specifications within 10 business days. I agreed with the plan, and commissioned them to do so.
Over the subsequent 4 weeks I had to follow up with the engineer several times in order to get progress updates. During this time he informed me that he was not doing the work himself, but delegating the work to a junior engineer.
2 weeks after the original estimate, I received an incomplete draft diagram for review - which was a significant departure from my original requirements. The draft I received called for a complete rebuild of the structure instead of meeting my requirements of repairing the existing structure and making a minor modification. Additionally my request to preserve as much of the existing structure as possible resulted in a diagram that involved bisecting every single piece of existing structure, laminating it to entirely new work, and making it less than useless - meaning it would have been cheaper and easier to request a complete tear-down and replacement than what was provided.
Following up with the engineer, I was informed that according to their initial review, they could not do what I had requested - and so proceeded with the work anyway without ever consulting with me on the plan.
Subsequently I terminated the contract for failure to meet timelines, failure to deliver, and refusing to make revisions in order to match the original specifications.
Once I did so, DGH then proceeded to double-bill me for the work - invoicing me twice for the same work that they failed to complete.
