Dear Ms [redacted] , In response to your letter dated July 10, 2015, in regards to web ID [redacted] , the Stone Oak POA would like to contribute to the investigation regarding the charges for the online payment system provided for our property ownersOver the years, one of the most frequent requests from our property owners was for us to provide them a convenient "pay online" optionPreviously only checks or money orders were accepted, requiring property owners to mail them, bring them to our office, or have them generated and mailed directly from their bankIn these times of advanced technology, and credit card "points" programs, property owners wanted a credit card optionWorking with our bank, the [redacted] , the Board of Directors, after much investigation, discussion, and careful consideration as to what was the best option for our property owners, chose the current bank provided programThe front page of our website provides a link to pay onlineWhen this is clicked, the payee is no longer on our site, and it is identified as the [redacted] I have attached a screen image of what the payee sees after entering their initial information, but prior to submitting their paymentYou will see the convenience fee is notedThe payee is only charged if they choose to click the "confirm-pay now" buttonThey have the option to exit from the screen and not be charged, and of course, not submit their paymentWe also always welcome them to contact our office with any questionsYes, there is a very nominal fee for utilizing the pay online service, but this fee is not collected by the POA in any way, and the charge does not take place on the POA websiteIt is a convenience fee charged by the vendor to process the paymentOf course we still accept checks and money orders via mail or in person, and many still utilize their personal bank bill-pay system to generate checks directly to usMost banks provide that service to account holders free of chargeThese options will always remain available to all property owners in the event they do not want to pay online and incur the feesWe have found this current pay online option to be extremely popular with our property owners, and many have expressed their gratitudeWe have only received a couple negative comments, and those were resolved when the payees realized they could still send in their paymentI hope this brings better understanding to the issue presentedPlease feel free to contact me with any questionsSincerely, [redacted] Property Manager On Behalf of the Association
