reinstalled the necessary membrane.  The issue is with the section to the roof the consumer did not have replaced.  The area he did not work on has nothing under the shingles they are installed directly to the wood, there should be felt paper or ice and water under that area.  The consumer has been advised of such and the business offered to do the remaining section of the roof for a reduced cost of $1000, which the consumer refused.  The business has spoken with the Lancaster building inspector who advised he is right to not warranty the roof because the section he didn't do has not ice and water or felt paper under the shingles.  Lancaster building inspector has stated the remaining roof needs to be replaced.  The company has sent a crew out who removed and reinstalled all his work to ensure no issues.  The company is willing to go to arbitration if the consumer wishes to resolve this dispute.
