Gas Tank Leak and Invoice Left a month without approval.
In late October 2019- I called to schedule a gas(propane) refill for my pool heater. I specifically asked them if they could notify me of the price and call me back to schedule AFTER 11 November. I found an invoice in my mail on the 3rd of December for roughly $305.00. This was after the October gas fill up of 350.59 on October the 8th- after numerous rescheduling and issues for them going back to July of 2019.
When I called them about the Invoice they(Discount Propane) informed me that the gas had been filled to 80% and the gauge on the tank read 30%. I was completely unaware they had come onto my property on November 11 to fill the propane tank. At this time also I shut off the tank because I was smelling gas in my bathroom for the last few weeks- and did not know it was coming from the tank(because I did not use the tank and thought it was empty/20%).
During the last 60 days I had not been able to get over an illness and had been to the doctor about a respiratory issue I was having since October. I was made aware of a gas leak smell and have been suffering from headaches, congestion, throat and nostril issues for the last 60 days. I asked how this issue could be resolved and they told me I would be forced to pay an additional $105.00 for a service repair man to come out to diagnose. I was also told the $305.00 needed to be paid. I was also told the owner would be in contact with me when he decided to come into work, and that there was no way I could contact him unless he "showed" up and called me.
I believe the practices at this company to be morally unprofessional as well as unethical. Not only have I been paying medical bills I feel this could be a long term effect on my body and cause serous health effects. I also feel that I am being held hostage and being blackmailed into paying for something that has a fault and is broken. Also, I am worried that from previous customers if they remove the tank they could cause damage to the outside of my yard. I would respectfully like them to completely annul all charges and remove the tank unless they can analyze and fix the leak(as well as annual ALL charges). I would also ask for a refund of the initial 350.59 dollars I paid to have the company turn on the propane tank in the first place.

First of all, I would like to sincerely apologize for not responding to this complaint in a timely manner. The complaint was sent to our old address at *** We were not notified.

Mr. transferred the account into his name on October 8, 2019. On October 24, 2019, Mr. called in and spoke with our employee and requested a delivery after November 10, 2019. At that time his gauge reading was 20%. We deliveed fuel on November 12, 2019. The amount due is $304.20

On December 3, 2019, Mr. called in stating the he should received some type of credit on the fuel since he had to wait for two weeks prior to getting his delivery. Our notes indicated that he was the one requesting the two week delay. He also stated that he wanted a call prior to delivery, but our records did not indicate that, therefore, no call was made prior to delivery. He then stated that he was not paying for the delivery because it was too expensive. He also stated that he had been using the spa heater but wants a leak check completed again on the system. At time of transfer in October 2019, we also did a leak test and found no leaks. On December 9, 2019, a courtesy late letter was sent to customer regarding past due balance. On December 12, 2019, Mr. called and stated that he had excessive usage and wanted his system checked for leaks. We did go out and check for leaks on December 20, 2019, our work order #***, showing no leaks found. On December 24, 2019, we called again for a collection attempt and had to leave a message. On 1/06/2020, Mr. called again and he still was not happy with the results of the leak check. We scheduled another leak test on our work order #*** for January 21, 2020. We requested Mr. to be home so he could see what the technician was doing to check the system. Again, no leaks found in the system. We also flipped the tank to make sure no holes were in the tank. We also changed out a regulator while there as a courtesy to Mr., again no leaks found. Both times while checking for leaks, no leaks were ever detected. We also did both leaks checks as a courtesy no charge to Mr.. We feel that the charges are due. Even If we do pick up the equipment, the charges still stand for the delivery.

On December 3, 2019, I called in and asked when they would notify me for filling up the tank, and why I had received an invoice for over $300. I NEVER AUTHORIZED the company to fill up the tank after November 10th- but requested a two week delay and a courtesy call to GET MY PERMISSION and know how much it was going to cost. I acknowledge as was stated that on December 12, 2019, I called and stated that I had smelled gas a few times and I was not aware that the tank had been refilled, and that the gauge on the tank was below 30%. On December 20, 2019, work order #*** (that I never got a copy of as I was told, reflected the amount of gas was at around 13%- so it had gone down another 17%. On December 24, 2019, the company called and referred me to the Emergency office, to which I called numerous times and was told the manager was out of the office or on lunch. I am refusing to pay for the gas because 1) I did not authorize the fill up, and 2) the system was off for the entire month of November and 3) the 2nd time they came out to check on my tank on January 21, 2020, they changed the regulator and said it "possibly" could be not working. I refuse to pay the $300+ for gas that I did not use and was unaware of.

January 30, 2020 - we spoke with Mr., split the invoice, he made payment and issues are resolved.

I accepted the split payment, however, I also made it clear that in the future I want to be notified and able to be present when the tank is filled. I also indicated that I will give explicit permission for the company to come when I am present at a date in the future that I call to set the date and time for me to visually see them fill up the tank and get an estimated cost before the gas tank is filled up.
