Hello,The student was not issued a refund because the course was more than 50% completedOur refund policy is clearly stated on our website in the FAQ section and also was agreed to before purchasing the course(the student selected "I agree to terms and conditions" at checkout)We did offer for her to keep the course credit to renew in three years if she wanted to since we could not refund the purchaseOur refund policy is listed below:We will issue a refund for a period of thirty (30) days after the purchase of any product through this website the purchaser may receive a 100% refund so long as all the following provisions are met:• In full payment has been received by Utahpermit.com.• The program or course is less than 50% completed.• No permit or certification has been issued for completion of the course.• Refund must be issued the same way that payment was tendered.Regards, Customer Support
