I have reviewed the New Car deal and interviewed the salesperson and manager that signed up customer.  It is our position that customer was planning on returning the "[redacted]" he mentioned in his compliant.  He stated, he recently was sold a used car with bad PA inspection stickers or...

fraudulent ones, and planned on returning vehicle.  We are not party to his agreement with that used car purchase.  Our paper work, disclosures and New Car leasing documents are straight forward and simple.  We did not trade in the [redacted] he mentioned.  We sold him and qualified him for a New [redacted] with [redacted] Motor Acceptance, an "A" rated automotive lender.  We are unclear as to the legality of the lender on his [redacted], but in PA, the selling dealer is required to delivery a reasonably safe and PA State Inspect-able vehicle otherwise the tag/title registration on a vehicle not passing PA State Inspection is considered Fraud.  Again, this is our opinion and did not review documents nor advised customer of his rights in PA.  It is our suggestion he takes his issue up with his selling dealer of the [redacted], or makes a prudent personal business decision as to how to handle balance of that transaction.  We are confident the New [redacted] and [redacted] Motor Acceptance Corp will exceed his expectations and customer will be a long time customer of us and Nissan.  Thank you,Mr. L[redacted]President

The only thing we can offer is a copy of a clear title NOT in customers name when completed.  Philadelphia parking authority basically told my to pound sand, as they provide no such document.  Phila parking authority has already demonstrated unwillingness to be reasonable, so getting anything from them other than a ticket is all that will happen.  We are confident, that the tickets have been paid, and there will be no further tickets issued.  If there are any tickets, just forward them to us.

Unfortunately, this is a classic example of PennDOT not following their own rules/regulations in regards to Titling and ownership paperwork. Loughead properly traded vehicle mentioned and filed PA form MV-27B listing Title# was in our possession.  Loughead properly sold vehicle with proper...

paperwork, timely and accurately filling out said paperwork.  The next vehicle owner (PA licensed dealer of good standing) was in possession of title (in state time limits).  PennDOT should have properly processed MV-27B and updated proper ownership.  In my many many years in PA, why does PennDOT continue to raise the fees and fail to perform the simplest of duties on their own paperwork and requirements?  Loughead is in possession of vehicle now, and is the process of getting a new title.  Unfortunately, in the last month or so, the PA dealer Loughead has sold vehicle to, died unexpectedly.  Sorry for the inconvenience!  It has cost us time and money, and our customers frustration.
