* 8/12/15 Mr. Hubbell emailed me a contract to do tree work for a total of $6,000. I emailed him advising him that the price was fine and asked him for dates as to when he could start and how I could get him his deposit money which was required, per the contract.
* 8/12/15 - 8/14/15 Mr. Hubbell came to my house at least 3 times, unannounced, presumably to get his deposit. One morning he came before 8 a.m. On Friday, 8/14/15, I was home and answered the door at approximately 8 PM. Mr Hubbell explained he would do part of the work on Tuesday, 8/18/15 and the remainder of the work on Saturday 8/22/18. He asked for his deposit at the time. Per the contract a 20% deposit is required which would have been $1,200. He asked if I would mind giving him $2,000, which I didn't. I wrote him a check for $2,000.
* 8/18/15 Mr. Hubbell was a no show. He did not phone me or email me either.
* 8/22/15 I waited until 1 PM to call Mr. Hubbell to ask where he was. I left a voicemail on his business number. He called me back and advised his truck wasn't working on the 18th and this is why he didn't show up. He never mentioned why he didn't show up today (8/22). He promised me he would do all the work 'first thing' on Monday morning (8/24/15)
* 8/22/15 33 minutes after the first call on this day Hubbell called me back telling me he had just got home to find his truck had been broken into "right here in Mount Vernon' and all of his equipment was stolen. He specifically told me 'it looked as if someone used a blowtorch' on his car to get into it. I asked if he filed a police report about this. He said he had. He then asked me if I could spot him $500 to get him through the weekend as he had no family in the area. He said he'd do extra work for me. I told him 'no' that he had $2,000 of my money already and had blown me off twice. He again stated he would get the job done first thing on Monday morning. After this call I called the local police station, Fairfax County Police Department - Mount Vernon Station, and was advised Mr. Hubbell did not file any type of police report in a couple of years. I also accessed, via the internet, information from the Fairfax County Criminal Court to find that Mr. Hubbell had just been served with a warrant for construction fraud earlier in August 2015.
* 8/24/15 - Mr. Hubbell had not shown up 'first thing' as he had promised. I called him on his cell phone and he told me he was on his way to Newington to try to get his equipment back. I confronted him about the fact he lied about filing a police report and he stuck to his story that he had. Again, this is a lie as he did not file a police report. He then claimed to have a team of guys waiting around to do my work, but when pressed, he said 'it would take 30 guys and entire day to do that job.' I then told Mr. Hubbell I thought he was extremely shady and that I knew of his fraud arrest earlier in the month. I told him I wanted my $2,000 in cash by the end of the day. I asked if he had $2,000 and he said he did and then he told me he would get it to me by the end of the day. He never showed up.
* 8/25/15 - I filed a police report with Detective Goodger at the Mount Vernon Station
* 8/25/15 - I mailed, via certified mail, a letter to Mr. Hubbell referencing Virginia Code Section 18.2-200.1, alerting him that he has 15 days to return my money or an arrest warrant for fraud would be sought.
* 8/28/15 Per the Detective's suggestion, I also placed a copy of this letter in regular mail.
* 9/5/15 Mr. Hubbell called and asked if he could do the work at my house. I told him 'no' that I wanted my money back. He told me he 'didn't want any trouble' and told me he would bring me my $2,000 in cash on Monday, 9/7/15. When I asked him for a ballpark idea of when he would come by he said he didn't know then abruptly hung up on me.
* 9/7/15 Mr. Hubbell did not show up nor did he call or email me.
* 9/10/15 I met with Detective Goodger at the Mount Vernon Station and updated him on the case. A couple hours later Detective Goodger advised that the felony warrant had been issued for Mr. Hubbell for construction fraud.

I don't believe Mr. Hubbell had any intention of doing my work for the reasons stated above.
