promptly mailed out.In a May 9, 2016 email, he stated that he received the shipment and that the watch delivered was not the watch which was pictured it the online catalog. As confirmed through other emails. We investigated his claim and felt that it was invalid.He then filed a complaint with the Pennsylvania Department of State. A bureau investigator was assigned to the case. By a letter dated March 27, 2017 from the Commonwealth of PA Office of General Counsel the conclusion was that no formal charges would be filed.Enclosed please find a copy of our buyers terms which were applicable to this auction. In order for someone to participate in this auction they needed to review and agree to the terms. Once they agree to the buyer's terms then this will allow them to bid.Also enclosed please find copies of email exchanges plus the PA State Office of General Council's final outcome report.I feel confident that after your review of all documentations pertaining to the complaint you will have the same conclusion as the Commonwealth of PA.Thank you for your co-operation,Richard D.
