It is my understanding, the customer would have received a notification from Ford Motor Company acknowledging the recall and the claims process...see copy below....
"This notice is sent to you under the requirements of the Motor Vehicle Safety Act of Canada.
Ford Motor Company of Canada, Limited (Ford) has decided that a defect which relates to motor vehicle safety exists in your vehicle, with the Vehicle Identification Number shown above.
We apologize for this situation and want to assure you that, with your assistance, we will correct this condition. Our commitment, together with your dealer, is to provide you with the highest level of service and support.
What is the issue?
On your vehicle, the fuel delivery module may develop a crack in the fuel supply port, which could result in a leak. If a leak is present, you are likely to detect a fuel odor and/or visible fuel on the ground under the fuel tank. A fuel leak in the presence of an ignition source may increase the risk of a fire.
What will Ford and your dealer do?
Ford Motor Company is working diligently to procure the parts needed to repair your vehicle. When a repair is available for Safety Recall 16S41, Ford will notify you via mail to schedule a service appointment with your dealer to have your vehicle repaired. Coverage is automatically transferred to subsequent owners.
What should you do?
If your vehicle exhibits symptoms of a fuel odor, or visible fuel on the ground under the fuel tank, immediately contact your dealer and request a service appointment for diagnosis and repair relating to Safety Recall 16S41. Provide the dealer with the VIN of your vehicle, which is printed near your name at the beginning of this letter.
If your vehicle does not exhibit these symptoms, no action is required by you at this time. Ford will notify you by mail when service parts are available, at which time a service appointment to perform this safety recall may be scheduled.
Please note: Any vehicle lessor receiving this recall notice should forward a copy of this notice to the lessee.
Have you previously paid for this repair?
If you have previously paid for a repair that addresses the issue described in this letter, you still need to have this recall performed to ensure the correct parts were used.
You may be eligible for a refund of previously paid repairs. Refunds will only be provided for service related to fuel delivery module replacements when a fuel leak was present. To verify eligibility and expedite reimbursement, give your paid original receipt to your dealer.
What if you no longer own this vehicle?
If you no longer own this vehicle, and have an address for the current owner, please forward this letter to the new owner. You received this notice because government regulations require that notification be sent to the last known owner of record.

REASON FOR THIS SAFETY RECALL
In the affected vehicles, the Fuel Delivery Module (FDM) may develop a crack in the fuel supply port, which could result in a leak. If a leak is present, customers are likely to detect a fuel odor and/or visible fuel on the ground under the fuel tank. A fuel leak in the presence of an ignition source may increase the risk of a fire.
SERVICE ACTION
A complete Dealer Bulletin will be provided to dealers in the second quarter of 2017 when it is anticipated that parts ordering information and repair instructions will be available to support this safety recall.
CUSTOMER NOTIFICATION
Owners of record will be notified of this safety recall via mail by late December, 2016. Owners will also be notified again after repair instructions and parts ordering information have been provided to dealers.
OWNER REFUNDS
This safety recall must still be performed, even if the owner has paid for a previous repair. Claiming a refund will not close the recall on the vehicle.
Ford is offering a refund for owner-paid repairs covered by this recall if the repair was performed prior to the date of the initial Owner Notification. Owners are directed to seek reimbursement through authorized dealers.
Dealers are also pre-approved to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by Ford to be excessive, will not be reimbursed.
Refunds will only be provided for the cost associated with fuel delivery module replacements when a fuel leak was present.

Submit refunds on a separate repair line.
