the Muncie Sanitary District will start billing the property owner’s.  The property owner’s addresses come from the deed of record on the property.  It is their responsible to keep the addresses current on their deeds of the properties.  We did send out a mass flyer (postcard) to all homeowner’s in May 2014, that all bills will be sent to the property owner’s  (attached is the flyer).
