Hello - I believed I have autopay set up since last two years except residen

Refuse to return my electric power service for days despite my bill payment in full
Yesterday 8-30-returning from work I was surprised my electric service was cut due to a missed bill
The first thing I have done in the morning 8-31-around am is pay my bill in full and calling DP&L to return my service they said they will return my service and they mentioned something about turning of the breakers but they never said this is a must to return the service
I was at work and no one was at the house to do so until we arrived back home at 6:today and I was surprised the service is not back
I then called DP&L and explain the entire situation for the outage person named "***" she said a person came to return the service but did not because the breakers were not off
I explained to her I was at work and no one was at the house at the time
She said you will have to wait until Tuesday this is not an outage this is service due to bill I told her but I payed my bill in

An underground power line was hit in my backyard on 8/10/DPL Left it there along with another line and have not returned it's now 8/13/

Refund calls from DP&L We do not have an account with them
My husband and I have received over calls, sometimes twice a day, from DP&L saying that we are entitled to a refund if we will call XXX-XXX-XXXX We have not answered any of these calls nor called back as we live in a continuous care community in which all utility bills are paid by the facility These calls are a real nuisance as they originate from various phone numbers The one I gave above is just one of them

My wife and I recently purchased a home at *** * *** ** in *** *** XXXXXThis was a Fannie Mae house that needed extensive repairsThe power was on when we purchased the house on 3/23/We called DP&L on or around 3/23/to have the utilities changed to our nameThis was scheduled for 4/5/When the technician came to the house to read the meter or switch the power on we were not there because the breaker box was on and they would not change it to our name at that timeWhen we called to reschedule we were told that someone would be back out on 4/11/We have had electric in the house the entire time that we have owned the home and have not been notified of any issues since or received any billingsI have paid multiple Vectren bills since we have owned the home and never even considered why we hadn't had an invoice from DP&L, we have always been serviced by *** where we pay gas & electric on a single

DP&L has fraudulently attempted to withdraw money from my checking account and successfully did twice since 05/They fail to take responsibility
In May of 2017, we were unable to pay our bill on the due date (05/04/17)and we had the auto-pay feature at the timeWe paid our bill manually a few days after the due date (05/08/2017)The auto-pay kicked back the money of courseOn May 26, 2017, we received an "IMPORTANT NOTICE" on an orange paper that was placed in our doorIt noted the amount we owed from the auto-pay kicking back our payment and it stated:
"DP&L believes this is a fraudulent actYou must pay the amount of the returned payment(s), $102.39, plus a $fee for each returned paymentTotal payment(s) of $117.39, must be made no later than 5-29-Failure to do so may result in your electric service being disconnected after this date."
As I continued to read the orange form, I noticed the section on the back that stated:
"As a result of your returned paymen
