Review: On Friday Novemeber 23, 2012 I went to Dr. Howard Budner & Associates in [redacted], Maryland to get an eye exam as well as glasses and contacts. Dr.Budner has been my primary optician for a number of years, however this my first time going to the office without the accompaniment of my mother. Upon arrival I was asked to give them my updated insurance information at which time I gave them my medical insurance card. They took this insurance without further question, and filed it. I was unaware at this time that my primary optical insurance information was not included on my medical card. I went through the rest of the appointment, receiving a general eye wellness and vision exam as well as a contact lens exam. I then proceeded to pick out new frames and purchase contacts. When the appointment was over they tallied up my services and purchases and presented me with a bill of $483.35. The bill before any help from my medical insurance would have come to $673.35, meaning my insurance only saved me $190. I was completely caught off guard by the size of the bill and allowed them to charge it to my credit card as I did not Know what else to do.

I left very distraught and called my mother to speak to her about the bill when she got off work. It was at this time that I was informed that I had separate vision insurance on top of what the medical insurance provides. By the time this realization was made their office had closed, so I called back the next day during business hours to update my insurance information. When I called the individual who answered said that there was no in the office to process that sort of information and to call back Monday November 26th to resolve the issue.

When I called back on Monday I was told that they were going to charge me a $50 processing fee to re-file my insurance and that they would have to rerun the numbers for my bill. I checked with my insurance companies and was told that there was no reprocessing fee on their side. This call began a week long ordeal, over the span of which I: called them seven times, was transferred multiple (once to voicemail), was hung up on, and kept on hold for extended periods of time.

During all of this I tried to find ways to file my insurance myself, and was told my the insurance companies that that would cost me more. I also asked for my contact order to be canceled but was told by Dr.Budners office that it was too late to cancel, the order had already been placed. On Friday the 29th I went into the office to pick up my contacts and get a new receipt with the new charges. This time the total bill before insurance had risen to $877.45 from $673.35. And with both insurances applied came to $448.45 having only saved me $34.90.

This whole incident has been a nightmare to deal with. I feel that I was taken advantage of which is sad because this office has been treating me since I was eight years old. I was finally convinced to file this report when I called on December 27th asking them to send me a copy of my final receipt for my records, and was told it would be sent the next day, however today on December 31st I have yet to receive an email containing that information. Throughout the whole process I felt that once they had their money they could have cared less about helping me to correctly file or taking care of me as a customer.

I sent the following letter to my optometrist regarding my recent visit, and was never responded to.

Dear Dr.Budner,

I have been coming to you as my primary eye care doctor since I was eight years old and always had fond memories of your office. However my most recent visit has left a bitter taste in my mouth. It was the first time I came into your office alone to do more than just pick up glasses. As it was my first time I made a simple mistake of believing that my optical insurance was listed on my medical insurance card. I was unaware that I have vision through my medical as well as just vision insurance separately. That little mistake ended up costing me greatly. I tried to inform your office of the mistake as soon as I realized it, calling the very next day. But it seems to me that from the moment that I swiped my credit card in your office on November 23rd no one on your staff seemed to care at all to help me. In the end I had exchanged ten phone calls with your staff, seven of which I had to make. I was transferred between offices and individuals, once I was even transferred to voicemail in the middle of the day. I was hung up on and kept on hold for extended period. And yet after all of that I saw my bill rise from $673.35 before insurance was applied to $877.45 before insurance was applied. With both insurances applied my bill dropped $84.90. Fifty of which your office took for “re-filing” charges. Being a recent college graduate a bill of $448.45 is far more than I can handle. And as a lifelong patient of yours the treatment I received is far less than I deserved.

Your office, which was once associated with giving me the leaves back on trees is now a source of frustration and anxiety. Needless to say I will not be returning to your office for further care.

Sincerely, [redacted]Desired Settlement: There was a $200 difference between my first second bill. The original bill should not have been changed just because another insurance was applied. I would like this amount refunded to the same credit card they billed.
