The customer was seen for a wellness visit November 21, at which time he was mistakenly charged a copayment, with was refunded to him that same day, as his insurance allows one routine wellness visit per year free of this usual copayment that he would have for any other office visit.He returned
December 20, for appointment scheduled to review and discuss his lab results, some of them abnormalHe refused to pay the copay his insurance requires the customer to pay for such an office visitOur office is contractually obligated ti charge the customer his or her copayFailure to do so is insurance fraud.He was informed of his financial obligation for a copay, but instead told the office manager that he would leave without being seen to discuss his lab resultsShe informed him if he did so,he would be charged with a late cancellation fee of $for cancelling an appointment time reserved for him with less than hours noticeShe tried to reason with him to keep his scheduled appointment, as he was already at the office and his copay was less than the late cancellation fee, eitherAgain, our contract with his insurance company contractually obliged us to charge him a copay for any visit other that a once a year routine wellness visitWe were following our agreement with Blue Cross Blue ShieldTo not do so is insurance fraud.The customer also has an agreement when he signed on for insurance coverageIn this case, his agreement required a copayUnfortunately he decided not to honor his agreement, and valuable appointment time that could have been used by another patient was lostHe was well aware of these circumstances when he choose to leave our office without being seen on December 20, The late cancellation fee was made known to him and he still choose to leaveThe charge is appropriate and justified

I am rejecting this response because:The response provided by the doctor's office is erroneous, and or a blatant lie. They state that "He returned December 20, 2016 for appointment scheduled to review and discuss his lab results, some of them abnormal. He refused to pay the copay his insurance requires the customer to pay for such an office visit. Our office is contractually obligated ti charge the customer his or her copay. Failure to do so is insurance fraud." In realitiy, the December visit  was scheduled at the time of my first visit to the doctor's office and the purpose of the visit was to receive the results of the blood work which was ordered, not to review and discuss any abnormal results, as implied, since there was no way to know what the results would be at that time. During the December visit, I asked for a copy of the results and the receptionist refused to give them to me, even though they had already been paid for by my insurance. While still at the doctor's office, in front of [redacted] the receptionist, I called and discussed the situation with a [redacted] representative, who advised me that I did not need to make a copayment in order to receive my results. The representative stated again that the doctor's office was obligated to release my results to me. The doctor's response that they are contractually obligated to charge a copayment is wrong and that was confirmed by the [redacted] representative I spoke to at the time. Either way, the "no-show' or "cancellation" is not appropriate because I was indeed at the office for my scheduled appointment, on time, and secondly, the doctor is the one who refused to honor the appointment to release the results, in essence cancelling the appointment and wasting my time. I was able to get my results at no additional cost directly from Labcorp, however that took additional time from my work day.
