After submitting this complaint I was contacted by the dealership and filled out a form to be refunded for the protection plan I was sold and have the amount I paid credited towards my lease. They didn't refund me directly or reimburse me for...

the expense of having it attached to my lease and the tax and usage fee and other cost but at least I got my base cost back. I got a letter from the dealer saying it was done and the effective date was 1/7/2016 but it didn't get credited to my account with the finance company until 1/20 which is fine. I am satisfied enough with their solution and no follow-up is needed.
