Review: In February, I hired [redacted] Duran to repair a kitchen light fixture in my apartmentOn February 9th, after inspecting the fixture, MrDuran explained that needed to order a new part, which would take a few daysHe told my girlfriend that would call her the next week to make an appointment to complete the repairAs partial payment for repairing the fixture, I paid MrDuran $by check dated that same day, which he cashed on February 12thWe did not hear back from MrDuranMultiple attempts were made to contact him in the intervening months, but MrDuran did not respondFinally, on May 23rd, I emailed MrDuran explaining that he had not provided the services agreed upon and requested that he refund my partial payment within two weeks, by June 6thOtherwise, I explained, I would file a complaint with the Revdex.comOn June 10th, MrDuran responded by email and offered to complete the work from February at a 20% discountI explained that, as a result of his many months of un-responsiveness, I was having someone else do the repair and reiterated my request for a refundMrDuran responded by email that he would not refund the $85, characterizing it (for the first time) as a "non refundable fee to troubleshoot, repair ( if repairable ) and diagnose the problem."Desired Settlement: I am requesting a refund of my $partial payment for services that MrDuran never completed
