To Whom It May Concern: This letter is in response to
correspondence we received from your office. [redacted] enrolled in our
Esthetics Program and began classes on September 8, 2015. She has graduated and
successfully passed her licensing exams with the Department of Professional
Regulations...

(DPOR). In addition to tuition, books fees, application fees,
background check fees and testing/licensing fees there is a student supply fee
that is listed at $1,355. Apparently [redacted] is under the misconception that
all of those supplies were to be taken home by her personally. That is not the
case. The students do take away a 5 in one machine valued at $280, a steamer
valued at $150, and a Bioelements kit (valued at $330) plus the certification
training that has an unlimited value, and a waxing pot and multiple waxes
(approximately $84). These do not include shipping /delivery costs. This brings
their take away items to a value of $844 plus. Additionally, the student supply
fees cover the cost for supplies used in the classroom/lab per student.
Supplies over a 7.5-month program like this are numerable. To name a few:
Esthetics Exam Prep Kit (this kit is one the students actually take to the
“hands-on portion of their licensing exam); sheets, towels, head wraps, 5 piece
eyebrow set, comedone extractor, manual facial brush, body brush, oval brush,
additional backbar product supplies, disinfectants and laundry soap. Also
disposables in the lab include: Pellon roll, cotton roll, cotton rounds,
esthetics 4x4 wipes, cotton swabs, make up foam wedges, eye shadow applicators,
mascara brushes, compressed sponges, paper towels, and other miscellaneous
items that the students use in 7.5 month of work and study. These items account
for the addition supply costs. It is
true that when the Bioelement kits arrived, some items were back ordered. We
were told we would receive those items and their was a later dispute with
Bioelements because we did not receive the back ordered items they stated they
had sent to us. It then took some time to receive items that were sent as
“replacement” items, since Bioelements continued to say the original products
were still on backorder. It is my understanding that although it took longer
than it should have, [redacted] received items of equal or greater value to
complete her Bioelements kit. Several other students had the same situation. In
summary, we feel [redacted] received everything entitled to her in student supply
fees as a student in this program and she was trained well and passed her tests
to receive certification. EVCC is constantly complemented by professionals who
visit our esthetics classes as to the products and supplies they receive at
EVCC compared to other esthetics schools. If I can be of any further
assistance, please let me know.

Review: CTS FALSELY ADVERTISES RN AND "LPN" CLASSES once in you are told, it's actually PRACTICAL NURSING and you will NOT be licensed when you complete, CTS made false claims that they accept all Financial Aid and offer Lenders for Student Loans. [redacted], Admissions rep, CTS STATES tuition is so high $27,000+ for PN AND another $35,000. For the RN class. (In her words and the words of Debra Blankenbaker, Financial Aid Bookkeeper, "CTS HAS TO *AKE *ONEY SO*EHOW" I WAS TOLD BY [redacted] AD*ISSIONS REP, THAT EVERY STUDENT EITHER PAYS DIRECTLY, THE FINANCIAL AID WILL NOT COVER THE TUITION AND THE STUDENT HAS TO PAY AN ADDITIONAL $15,000. THE LENDERS CTS PROVIDES YOU WITH ARE BOGUS AND IN NO WAY WORK WITH CTS OR OFFER ANY LOANS. THOSE WHO ATTE*PTED TO OBTAIN LOANS THROUGH THIS LIST PROVIDED BY CTS THAT [redacted]ED THEY WORK TOGETHER. THE BANKS SAID THERE WAS PENDING LITAGATION AND CTS ARE FRAUDENTLY ADVERTISING THESE BANKS AS LENDERS. CTS INTENTIONALLY FALSIFIED *Y STUDENT RECORD,DATES, ENTRANCE EXA* GRADES I was told by "[redacted]" Admissions rep and [redacted] Admissions rep. that I did NOT pass my 1st ENTRANCE EXA* which I paid $50.00, I was not allowed to see my score and was only told I did not pass. [redacted] gave me the website to in her words, *emorize the answers that I could take the "TEAS" TEST again. Approx a yr later, I took the test again. This time, I was told by Admissions rep, "[redacted]" that I FAILED passing the test by 1 or 2 pts. but she was going to let me in the PN program. EVERY NURSING STUDENT THAT APPLIES TO THE RN WILL BE *ADE TO ENTER THE PN COURSE PAY $27,000 THEN AFTER PN TRANSITION, ENTER THE RN COURSE FOR ANOTHER $35,000. THIS SO CTS CAN *AKE A PROFIT. THERE WERE STUDENT'S WITH *ASTER'S AND BACHELOR'S THAT WERE FORCED TO TAKE THE PN COURSE, WHEN THEY WOULD'VE BEEN ACCEPTED INTO THE RN. COLLEGES DO NOT ACCEPT CTS AS THEY ARE NOT ACCREDITED AS THEY [redacted]. I later was scheduled for an interview with [redacted], who saw that I didn't pass, but said they would CHANGE the percentage and she would push my ppr work through. After a year of given false starting dates, i.e CTS would claim a class was due to start in March, a day or two before it was due to start, we would get an email that the class had been "Pushed Back." This went on for a year. THE [redacted] OF 2013 CTS CANCELLED ITS [redacted] CLASSES THEY UNABLE TO OBTAIN INSTRUCTORS, INSTEAD TELLING US THEY DIDN'T HAVE ENOUGH STUDENTS (2), WHICH WAS A LIE (OCT). THERE WAS A WAITING LIST. DELAY AFTER DELAY. I EMAILED THE CEO AND TREASURER OF CTS, WHICH I FOUND ON ** (SINCE, CTS HAS TAKEN DOWN THEIR ** PAGE). AND EXPLAINED THE SITUATION. (OCT) 2 DAYS LATER, [redacted] CALLED AND SAID ORIENTATION WAS THURSDAY AND MONDAY WAS CLASS. IRONIC, HOW A FEW DAYS PRIOR THERE WERE ONLY 2 STUDENTS, NOW CTS MIRACULOUSLY HAD 14 TO FILL A PN EVENING CLASS. during orientation, some of the students said, they 1. never tested, 2 never had an interview, backround check, etc. ONCE CLASS STARTED, INSTEAD OF INSTRUCTION, [redacted], TRENDS INSTRUCTOR HAD NO CLUE HOW TO TEACH MATH, SPENT THE 4 HOURS, COMPLAINING ABOUT WHY YOU DON'T WANT TO BE AN LPN AND VIOLATING HIPPA REG. DISCUSSING THE FORTER [redacted] CEO BEING LED OUT IN HANDCUFFS, A PREMATURE BABY BORN, THE DR. DECAPITATED THE BABY BY USING FORCEPS, DISCUSSING, THE MOM, HER NAME, [redacted] AND HOW THE DR. WAS DRUNK AT THE TIME. TESTS AND THE TESTING GRADES WERE "PADDED" IF YOU FAILED THE INSTRUCTORS WOULD GIVE CREDIT TO WRONG ANSWERS TO FAVORITE STUDENTS. THE SAME STUDENTS WOULD HAVE THE WRONG ANSWERS BUT SHE WOULD ONLY GIVE CREDIT TO HER SELECT FAVORITES. IF YOU CHALLENGED [redacted], SHE BECAME IRRATE AND WOULD SCREAM AND TELL YOU TO TAKE IT UP WITH [redacted]. THE INSTRUCTORS, WOULD TELL YOU THE QUESTIONS AND ANSWERS THAT WERE GOING TO BE ON THE NECLEX EXAM. [redacted] WOULD GIVE YOU WEBSITES FOR ANSWERS. CLASS TI*E WAS WAISTED LISTENING TO HER WORK COMPLAINTS, INSTEAD OF INSTRUCTION. SHE WOULD TELL YOU WHAT TO HIGHLIGHT IN THE BOOK SKIMMING OVER, NOT READING JUST PICKING OUT ANSWERS. STUDENTS WERE NOT ALLOWED TO USE THE BATHROOM. OUR CIVIL RIGHTS VIOLATED, WE WERE TO HAVE A 10 MINUTE BREAK FOR EVERY HOUR. INSTEAD, [redacted] SAID SHE DIDN'T WANT TO STAY LATE, WE WERE TO TAKE OUR BRAKE AT 9:40. CLASS BEGAN AT 6:00 PM - 10:0,0. IF YOU ARRIVED LATE YOU WERE LOCKED OUT, IF YOU HAD TO RUN TO YOUR CAR, THE BUILDING LOCKS FROM THE OUTSIDE AND THERE IS NO ONE TO LET YOU IN. AND ACCORDING TO [redacted], IF YOUR LOCKED OUT OR DOWNSTAIRS, THE ELEVATORS DON'T WORK. THERE IS NO SECURITY, FOR CTS. CTS ALSO VIDEOTAPES AND AUDIO TAPES EVERY CLASS ROOM WITHOUT SIGNED CONSENT FROM THE STUDENTS. I WITHDREW AND TRANSFERRED TO A REPUTABLE COLLEGE NURSING PROGRAM. I TURNED 2 OF MY 4 BOOKS, THE BOOKS WERE IN NEW CONDITION, WITH MINIMAL HIGHLIGHTING, WHICH WE WERE TOLD BY THE INSTRUCTORS TO DO, IF WE DID NOT HIGHLIGHT WHAT THEY TOLD US, WE WOULD BE REPRIMANDED. THE OTHER 2 BOOKS, ONE HAD ABSOLUTELY NO WRITING OR HIGHLIGHTING, BRANDNEW. FOR WHATEVER REASON [redacted], SAID SHE COULD NOT ACCEPT THEM. 2 MONTHS GO BY, AND I RECEIVE A BILL FOR ALL 4 BOOKS, 2 OF WHICH HAVE BEEN IN CTS POSSESSION, WHICH [redacted] ACCEPTED. NOW, SHE [redacted]SHE CAN'T ACCEPT THEM AND I'LL BE CHARGED FOR ALL 4. THE STATEMENT ALSO SHOWED WHERE THEY KEPT 1348. OF MY 2291. PELL GRANT AND CHARGED ADDITIONAL BOGUS FEES, WHEN I ASKED WHAT THESE FEES WERE [redacted] STATED CTS HAS TO MAKE MONEY SOMEHOW, THEY ARE FOR COPIES. I SAID I WAS NEVER GIVEN ANY COPIES. [redacted] GRINER ADMITTED THAT CTS DOUBLE BILLS EVERY STUDENT IN ORDER TO MAKE A PROFIT. The Council revoked the CTS school’s certification to operate as it was unable to obtain accreditation in accordance with 8 VAC 40-31-180 (B)(2)(c). CTS IS PUSHING TO MAKE 92% ACCORDING TO [redacted] AFTER FAILING MISERABLY. THE OTHER PN EVENING CLASS WENT FROM 20+ TO 4 AFTER THE MAJORITY LEFT FOR, FINANCIAL REASONS, TO PRICE GOUGING, FRAUDGELENT GRADING SYSTEM, TAMPERED STUDENT RECORDS. THEY FAILED TO REPORT A STUDENT THAT HAD BEEN ASSAULTED ON CTS PROPERTY, INSTEAD DISMISSING THE STUDENT WHO CAME FORWARD WITH THE COMPLAINT. THEY [redacted] IF YOU ARE INJURED OR ASSAULTED, ETC. DURING THE EVENING AND YOU WEREN'T WALKING IN A GROUP, CTS CAN NOT BE HELD ACCOUNTABLE. A STUDENT, [redacted] OBTAINED THE ANSWERS TO THE TESTS PROVIDED FROM A FORMER NURSING STUDENT, THE CHEATING IS UNBELIEVABLE NOT ONLY WITH THE STUDENTS, BUT WITH THE ENCOURAGEMENT OF THE INSTRUCTORS WHO GIVE THE ANSWERS AND "PAD THE TESTING SCORES."Desired Settlement: CTS NEEDS TO BE REPORTED TO THE DEPT OF EDUCATION AND SHUT DOWN

ATTN: [redacted]

REF: Complaint ID: [redacted] Complaint Involves: Advertising Issues

We have had an opportunity to review the complaint filed by [redacted]. We are surprised by the tone and content of [redacted]'s complaint as she requested to be withdrawn from the Practical Nurse Education program on 11/12/13 due to scheduling conflicts and the cost of the program ([redacted]). [redacted] had been previously enrolled and completed the orientation process for the Practical Nurse Education program in October of 2012. She cancelled her enrollment before the start of class to attend [redacted] returned to Career Training Solutions to enroll in the October 2013 Practical Nurse Education program which she withdrew from on 11/12/13.

[redacted], received her request to withdraw and scheduled a time to meet with [redacted] to discuss her concerns. [redacted] agreed to meet at 4:1S p.m. on 11/14/2013. [redacted] called around 2 p.m. that afternoon to request an earlier appointment. [redacted] told [redacted] to arrive at the time most convenient that day and she would make herself available. [redacted] did not show for the appointment nor call to reschedule.

As [redacted]'s complaint involves advertising issues, I have included the Career Training Solutions catalog and newspaper advertisements. This information is provided to show how the programs offered at Career Training Solutions are presented. Career Training Solutions does not offer an "LPN" program nor does it require an Associate of Applied Science Nursing program candidate to complete a "PN" program.

[redacted] called [redacted], on January 1S, 2014 to discuss the balance on her account of $230. [redacted] relayed [redacted]'s frustration to me and I reached out to her at 4:4S p.m. on January 16, 2014. I left a message on her cell phone letting her know that [redacted] had expressed her frustration regarding the balance and that I would like to discuss it with her. At that time I asked [redacted] to bring [redacted]'s account to a zero balance. [redacted] did not return my call.

[redacted]'s statement that "the council revoked the CTS school's certification to operate as it was unable to obtain accreditation" is false. CTS has been licensed and certified by the State Council of Higher Education for [redacted] to operate an institution of post-secondary education for 14 continuous years, please see [redacted] accrediting organization recognized by the U.S. Department of Education, for 13 continuous years, please see [redacted] . Both organizations look carefully at every aspect and detail of how schools such as CTS operate. In 2013 we underwent routine audits from both organizations, and were fully re-certified and reaccredited with no adverse findings. CTS has never had its certification, license to operate, or accreditation revoked.

Registered Nurse and Practical Nurse licensure pass rates from [redacted] schools are a matter of public record, and can be verified at [redacted]. CTS pass rates for the Practical Nurse program for the first three quarters of 2013 (which is all that have been published to date) average 96%.

Career Training Solutions has been providing career education in the [redacted] area for over 13 years. We are incredibly proud of our staff, faculty, students and graduates. Over 500 of our graduates care for the members of our community on a daily basis in all aspects of health and wellness. The reputation of our institution and our graduates is of utmost importance to us. [redacted]'s statements have been taken very seriously.

Should I be able to provide any additional information, please do not hesitate to contact me at [redacted]

Sincerely,

Review: I applied to the school and put on my application that I had legal issues in the past. They accepted me into the program knowing upfront that I had the issues. Then after getting some money from [redacted] they ran a background check. I was dismissed from the program after 7 months for my legal issues.Desired Settlement: Return all money to [redacted].

To Whom It May Concern:

I am responding to a complaint that was filed against CTS on 8//27/2013 by [redacted].

[redacted] applied to our school May 27, 2010. He was accepted into our Practical Nurse Education Program (Evening Program) and began his studies on June 7, 2010.

When he applied [redacted] did make us aware of a felony charge he incurred in 1994. As customary, prior to our students being placed in a clinical site in our community, we run a background check. The background check came back with several felony charges and upon questioning [redacted] regarding this report, he claimed it was wrong and was not his. We investigated further and found that indeed these charges were his and that based on the reported information we could not allow [redacted] to continue in the program. He continued to refute the charges even after we ran the report again and it came back with the same information. After the second time the report came back, he did indeed admit that these charges were his.

Based on our community contractual agreements, students with felonies of this magnitude are not allowed to complete clinical course at their facilities. Therefore, we had to dismiss [redacted] from our program. Unfortunately he had attended school for a period of time and he was charged accordingly. He owes a balance to CTS in the amount of $3,652 along with his obligation to repay the Federal Student Loans he borrowed for his education.

I do hope this helps in your investigation. If I can be of further help to you in this matter, please let me know.

Thank you for your time.

Sincerely,

Career Training Solutions
