Dear Mr. [redacted] – [redacted] was contacted by the [redacted] on September 23, 2014 as attempts to reach prior management were ineffective.  [redacted] is pleased to have become the management company for Eastwood Park Condominiums effective September 1,...

2014.  We are eager to resolve this situation quickly to your satisfaction. Thank you for the opportunity to address each of the issues outlined in your [redacted] complaint.1.  [redacted] has not been made privy to the history of locking the mailbox areas and assure you we would squash any discussions regarding this practice immediately. 2.  Fair Housing Laws are complicated and often misunderstood.  Associations have the right to limit access to pools and other amenities provided the rules are equally enforced for all residents.  3.  While [redacted] Management has no control over individual resident or even board member behavior, we hope to eliminate the need for these types of interactions by being available to residents.  Residents and board members will be able to reach a live person by phone.  We have found responding to concerns allows us to help board members and residents avoid unnecessary negative interactions.4.  Community safety is the number one priority for [redacted] Management and the board.  It is not always necessary to have a security or patrol company to accomplish additional safety in the community.  The board and residents are discussing the establishment of a Neighborhood Watch through the [redacted] Department and [redacted] will support all efforts to do so.  Through lighting projects, Neighborhood Watch and vigilant management of the community, we are typically able to avoid the expense of a private security detail in most of our communities.  [redacted] is committed to working with the board and residents to achieve the safest community possible while working within the financial resources available to the Association.In the future, we hope to receive direct contact from you as a resident of Eastwood Park Condominiums to resolve issues before needing to escalate to [redacted].  [redacted] Management can be reached by phone at ###-###-#### Monday through Friday 8:00am-5:00pm.  We also offer 24/7 response service for emergencies such as roofs leaks, plumbing issues, etc.  You may also email us at[redacted].  Your assigned community manager is[redacted] who can be reached by phone at ###-###-#### or email at[redacted].The team at [redacted] Management Group looks forward to assisting you directly with future needs and concerns.

Review: During the time I have lived in the community I have noted a few infractions that need to be addressed.

1) The community was allowing the HOA members to illegally lock the mailboxes even after numerous warnings from various people in the neighborhood and the postal service (recently fixed this issue)

2) The community violates the fair housing act by limiting the use and access of the swimming pools

3 )In my opinion, The HOA allows its members to harass the residents with verbal confrontations regarding the community rules.

4) The HOA fails to provide a safe living area by refusing to hire a proper security or crime prevention officer to deal with the increasing amount of criminal activity in the community. The HOA is aware of an individual that "patrols" the community with a stun gun and claims to be community watch. This individual has reportedly used this stun gun on "drug dealers" with no proper training on the safe and effective use of Electronic Control Devices and no prior security or law enforcement experience.Desired Settlement: I request that the community hires a patrol officer, security service, or crime prevention officer in order to address the safety concerns and to limit the criminal activity, in addition I request that the pool rules and regulations be adjusted as to not restrict the use of the facilities by age and or time as this is a clear violation of the fair housing act. Some people don't even get home from work until midnight, therefore they do not receive an adequate chance to enjoy those amenities, and no HOA is allowed by law to limit the use of Jacuzzi's or pools by age. They can only inform of the inherent risks of using the amenities without adult supervision. Finally I request that the HOA members cease the verbal harassment of the community members. It is not acceptable to stop a vehicle to tell someone you think that they are going above 10 MPH. Unless you are monitoring speed with a radar gun there is no way to know the speed of a moving vehicle. Also yelling at someone for lighting off legal fireworks in a safe and responsible manner, and while they are in front of guests and their children is not acceptable behavior.
