Eclair Plumbing & Heating

I am a property manager managing a few buildings in Gatineau. Éclair Plumbing did the services of unblocking the drain for these two buildings over the years before the property management duty was moved to be under us since Dec 2018. They did 2 drain unblocking for us since Dec 2018, which were successful.
Then this August, we had 2 blocked drains at 2 apartments of adjacent buildings. Their service person came to unblock it. He spent less than 2 hours on both places, one is unblocked and the second one, he told us that he could not get it done. It will require another 2 to 3 more hours at $125 per hour. I said let me think about it. 10mins later, I called him saying that it is okay, go ahead and get it done. He then told me that I need to contact Éclair plumbing office to schedule another time.
Later that day, I received two bills from Éclair plumbing, each at $215.58. total $431.
I called the office to ask, and I was told that 1.5hours was their minimum charge. No matter whether they got it work or not.
So I asked to schedule a time to finish off the unblocking for the still unblocked apartment, I was told then that the service person thinks that the pipe is broken underneath the cement, because the person who went last time to unblock got back soil from his snake head, and we need to get someone to remove the kitchen cabinet before they can break the cement and change the pipe. The estimate for that is over $2200.
So I started to arrange to find people to move the cabinets so that they can work on it. But they later told me that their person is busy, it would have to be a few more days before he could work on it.
So I got another drain unblocking company to look into it, this company told me that he won't charge me if he can't get it unblocked. So I thought, the risk is small, might as well try it.
He actually unblocked it after a few hours, with a cost of $620. It is a lot of money still but much less than over $215(charged)+ $2200 + removing and putting back cabinets.
The above is my experience. I am very disappointed that Éclair Plumbing charged $215 anyway without being able to unblocking the drain... I think that their service person did not give a good try.
And I am also disappointed about the 2 to 3hrs extra hours their service person's initial estimate somehow became the false judgement of pipe being broken (in fact, it was not) and requiring an extra $2200 to complete the work
