Educational Credential Evaluators, Inc. Reviews (33)

Review: I spoke with ECE customer care on April 25th and requested for evaluation guidelines for Bachelor's degree from [redacted]. The lady mentioned that ECE doesn't publish it evaluation guidelines online, and the guidelines they use are from WES i.e. another avaulation company.

As per her advise, I reviewed the evaluation guidelines for Bachelor's degree from [redacted] and it mentioned that any Bachelor's degree completed in 1st division from a University that is accredited as A by NAAC is equivalent to a Bachelor's degree in US.

I sent my certificates after reviewing this but the credits in my evaluation report were converted incorrectly. I tried to follow up with ECE and they were very rude and told that I was given wrong information and it cannot be validated. It seems like they are in business of making money by cheating or lying.Desired Settlement: Revise (correct) the report immediately as equivalent to Bachelor's degree from US and, send revised copies with updated corrections.

Response:

We have checked into this matter and determined that the client did indeed refer to another agency's policies when he submitted his application. We apologize if there was any misunderstanding about the policies that ECE follows when preparing its reports. We certainly do not apply another agency's policies and it is unlikely that our phone staff would have indicated that we do. However, knowing that sometimes there can be miscommunication and since we did not follow up on the client's reference to his understanding in his application, we accept responsibility for the situation. We cannot revise his report, since it would violate our evaluation policy. For that reason, we will provide him with a full refund. We already sent him an email confirming this before he filed a Revdex.com complaint. The refund will be processed within one week.We apologize for any inconvenience and hope that a full refund will be satisfactory.Sincerely,Margit A. S[redacted]

Review: On 02/02/2015, I ordered a course-by-course report with Twelve Day Rush. The total charge is $255. But until now the status is still "Under Review". And I have not received any explanation from the organization on what has happened.

The deadline (3/31/2015) of the school has past.Desired Settlement: I ordered this report for [redacted]. The order receipt number is [redacted]. I want a refund of $255.

Response:

Thank you for your communication. The evaluation process was begun, but we never received the educational documents required to prepare the report. We were waiting for them. We state on the application form terms and conditions that once the application is received, we do not provide refunds. In this case, we will make an exception. We will cancel this order and we will provide a full refund. Please allow some time for the processing of the cancellation and the refund. Do not hesitate to contact us if you have any further questions.Sincerely,[redacted]

I earned my MBA from an India university and I needed to have it evaluated. I considered ECE, WES and IERF. I checked a lot of colleges website and found that ECE was almost always among the list of recommended evaluators. I selected ECE because the evaluation cost was affordable and the process was less complicated than other evaluators. My evaluation took about 3 weeks to be completed, maybe would have been sooner, but they had to get further verification from my university. Once this was done, my report was completed in a week. I am very satisfied with ECE. My evaluation report stated that I had the equivalent of a bachelor's and master's in business administration from a regionally accredited institution in the United States. By the way, their customer service team is very responsive both via email and telephone. I highly recommend ECE without reservation. A+++++

More than two months ago we sent our original documents for evaluation to the ECE, Inc. ([redacted]) First, our documents were put on hold for a month because the ECE, Inc. was not satisfied with photocopies of the documents. Then we waited one more months. Without informing us, the ECE, Inc. sent back to us the ORIGINAL documents by REGULAR mail. And the ORIGINAL documents from another country were lost in the mail forever. For some serious reasons there is no way to restore the ORIGINALS. We are very concerned by the irresponsible policies of the ECE, Inc. And we do not recommend anyone to sent important original documents to this company.

Review: I applied for a transcript from ECE with reference number# 879146 and paid the evaluation fee in full. Later on I applied for an additional copy to be sent to South Dakota State University and North Dakota State University. I realised that, I did not need to apply to North Dakota State University anymore so I told ECE to cancel my evaluation copy to North Dakota State University but I realised that ECE rather all cancelled the report and had issued a refund. But now I need the money to reapply for the evaluation copy since the deadline for the schools I am applying to are very near and some have already passed especially, South Dakota School of Mines and Technology. I called ECCE office and I was told by one customer care representative that the refund could take about 2 more months before the money will hit my account but I need the evaluation copy now. I have also sent my transcript and other required documents to ECE office. My problem is if I do not get the evaluation copy, I will not be able to apply to these schools and my future career will be at stake here. If the refund process takes a long time, then I think they can revert it and continue with my evaluation.Desired Settlement: I want ECE to either speed up with the refund of my money soon enough that is in less than a week

so that I can reapply for the evaluation report or they should continue with my evaluation so that when they refund I will pay the amount charged which I know will be very difficult for them to accept.

So I need them to refund my money by next week Tuesday, so that I can reapply and pay for the evaluation report since the deadlines to the schools I am applying to have either passed or very near and time for them to complete the report takes a lot of time. Please I need to go to school this year.

Response:

Thank you for the opportunity to respond to this question. The applicant requested and received an evaluation report. He applied for a new evaluation report and then cancelled that request and then made a new request. When the request was cancelled we processed the refund. Please note that once ECE processes a refund through the credit card system, it has no control as to when the refund will be credited to the credit card holder's account. That is within the control of the credit card company and the holder's bank.Copies of the report were sent to:South Dakota School of Mines and TechnologyNorth Dakota State UniversitySouth Dakota State UniversityPlease let us know if copies of the report were to be sent anywhere else. If so, we will send one copy to another school, at no charge to the client.

Response:

Thank you for sharing this information. I checked into this case. We prepared an evaluation report in 2014. At that time the customer did not disclose all information about his educational history. We can revise his report based on new information and additional documents, without additional cost. However, he will need to pay for any copies of the revised report that he requests. We consider this to be fair, especially in light of the fact that we only learned of the additional education after the original report was prepared. We have already explained this to the customer. Below, I am providing a copy of the email that clearly states the situation. In summary, we are happy to revise the report at no cost. However, there is a cost to obtain copies of the revised report.Sincerely, [redacted]This is a copy of the email sent to the customer explaining the situation:Email sent to the customer on 20 April 2015We responded to your inquiry regarding the evaluation results on November 21st, 2014. We will repeat again why your transcript was not evaluated as a four-year completed program."In the process of evaluating your credentials from [redacted], we researched the duration of the complete program in Law which according to our resources should be 160 credits. You have completed 82 credits including the transfer credits. Having applied the conversion factor of 0.750, 160 credits come up to 120 US credits which is equal to completion of four years of undergraduate work in the USA.Therefore, the completed 82 [redacted] credits are equivalent to 61.5 US credits which is considered completion of approximately two years of undergraduate work in the USA.You have mentioned graduating from the law school with minimum four year courses taken. However, the transcript submitted for evaluation does not confirm the award of the degree and the required 160 credits necessary for graduation, nor did we receive the copy of the bachelor degree".Regarding the second part of your comment on not asking you to submit the Diploma at the beginning of evaluation, we checked your application form and the transcript for the proof of the degree. It is clearly stated in the application form to provide the Name of Diploma, Certificate or Title awarded. Instead of listing the name of the credential awarded to you as "Lisans Diplomasi", you wrote the word "Law". In Turkish it is translated as "Hukuk" and it was not clear whether you have graduated or not from just the word "Law". The transcript did not provide the graduation information either. We see incomplete programs from [redacted] all the time and your documentation looked like that since no degree was submitted, nor the application form provided any diploma name. Please note that it is a direct responsibility of the applicant to fill out the application form correctly and submit all the relevant documentation matching the application form. As we have already mentioned, this is not the error of ECE. You will have to pay for the copies of the revised report. Please see the instructions again that were emailed to you. We will not release any copies to you until you have ordered and paid for the copies through your web account. If you do not have a web account you will need to create one. Thank you.Best Regards,

Response:

Review: I have requested a course-by-course evaluation of a foreign (German) university from ECE in Milwaukee, the reference number is 429039. For the evaluation of the degree, which is not from a bachelor/master system, I provided the following documents:

The degree certificate and the complete course listing for undergraduate and graduate work, in addition, I provided information from the examination regulation that is relevant for the original grading performed by the degree granting institution. ECE has correctly identified the degree as a Bachelor equivalent.

The evaluation papers also showed a GPA calculation which I absolutely not agree upon, because it has been calculated using incomplete data.

The original degree contains 9 individual grades; the course table includes 75 courses with lecture hours. The final German grade is based on the 9 individual grades on the certificate and is like a GPA calculation weighted by credit hours. The information from the exam regulations about the weights for the individual grades has been provided to the evaluator. 3 out of 9 grades have a double weight per exam regulation. This information has not been used by ECE.

Instead, ECE performed a GPA calculation by matching some of the grade information to some of the course listing information. The problem regarding this procedure is that an important amount of the degree data (individual grades) can not be matched against the course table, this degree information is either used incorrectly for the GPA calculation, or it’s not used at all, because there are no credit hours associated. Based on the information provided to ECE, an optimistic assumption is that 50% of the weighted degree value has probably been matched correctly by the evaluator. This assumption is optimistic, because the individual grades originate from exams for more than one course. The evaluator has never asked for detailed information about which course (credit hours!) relates to which individual grade nor has this information been provided be me. Just matching the courses by name is hardly possible.

I am confident to say that 3 out of 9 individual grades representing a weighted value of 50% have not properly been recognized because they have either no credit/lecture hours associated or they need to be matched to more than 30 individual courses from the course table correctly without having more information than a course name.

As a customer, I have the following questions regarding the evaluation methods used:

1. Why is a course-by-course evaluation with GPA calculation performed even if the degree data is not sufficient? Using only half of the degree data for a grade conversion is not a serious method. It can make a big difference if the GPA calculated is on based on 50% of the total grade data.

2. The German GPA provided by the degree granting institution is exactly like a simple GPA calculation, if the double weight information for 3 out of 9 individual grades is correctly considered. A sample calculation has been provided to the evaluator but was not considered, why? This procedure would be identical to a General with Grade Average evaluation.

3. ECE uses a conversion chart which is considerably worse than what competitors and various websites promote on the internet. Why is there no common sense regarding grade conversion as all major service providers are members of the same association of private foreign educational credential evaluation providers (NACES).Desired Settlement: The desired outcome is that ECE does acknowledge that a fair GPA calculation with a course-by-course evaluation can not be performed due to insufficient input data on the foreign degree. This statement shall be send to all original report recipients including myself. If this is the case, all payments need to be refunded because no ordered service has been provided.

A downgrade to a "General with Grade Average " or "General" evaluation is possible with the provided degree information, the difference in price shall be refunded (either $30 or $55, depending on the actual evaluation performed).

I have lost at least one application fee due to ECE reporting incorrect GPA data to universities and I will most likely need to reapply at another University. I estimate that these two application fees have a combined value of $100.

Response:

We have reviewed this case, the supporting documentation, the evaluation report that was prepared and the communication between the evaluator who prepared the report and the client.

We stand by the methodology that was used to prepare the report. In our opinion, the grade point average that was reported is correct. The application of examination grades to related courses is a reasonable way to convert German course grades to the equivalent U.S. course grades. The evaluator who prepared the report provided a full explanation of our methodology. For that reason we cannot accept the client's suggested resolution.

However, although by signing the application form the client indicated that he understood and accepted the fact that the evaluation report reflected our judgment and that he may not agree with that judgment, we are willing to provide a refund of $240. We will inactivate his file and provide a refund. We request that the client confirm that he will return copies of the report to ECE.

Review: I had applied for a course-by-course evaluation from ECE, and I received the evaluation report from ECE on the 23rd of January. That same day, I realised that the original documents that I had submitted were not returned to me.

Prior to submitting the documents, I had checked the terms and conditions on the FAQ section of the site; I quote from [redacted]. Will ECE return my original documents?

ECE will retain original documents that we receive in an institutional envelope that is sealed by the issuing body (school, university, examination board, etc). This includes documents that are received in envelopes sent directly to ECE by the issuing institution, and documents received in unopened institutional envelopes forwarded to ECE by the applicant. ECE will return original documents that were handled by the applicant and submitted to ECE without an envelope sealed by the issuing body."

I had handled all the documents before submitting them, since I scanned a copy of them for myself. I also opened the envelopes to check if all the documents were complete and sealed all the documents into one envelope, as those were my only original copies of my education thus far.

On the 3rd and 5th of February, I followed up and filed a new request under the "Contact Us" section, which I got a reply saying that the evaluator will reply shortly. I then checked with them again on the 16th and 23rd of February, but there was no reply since the 5th of February and they have been very uncooperative.Desired Settlement: I want to get the original copies of all my educational documents back because I handled them before submitting to ECE. As they are my only copies, I cannot proceed into higher education without them.

[A default letter is provided here which indicates your acceptance of the business's response. If you wish, you may update it before sending it.]

I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me. Please let me know when the documents are dispatched so that I can expect them.

Review: The ECE advertises that they will evaluate your credentials and provide a comprehensive comparison. I paid $230 for a "Subject Analysis" report of two 2 year Certificate programs that I had taken as an adult learner. One in Occupational Health and Safety, the other in Human Resources. This represented 600 hours and 4 years of education. I had also agreed to their requests to 'add' on additional copies of report deliveries to my future school, which turned out to be duplications of what I already had paid for.

I waited for 5 weeks to receive the report and in the end got a "General" report that costs $85 which stated that none of my education had any value. the phrase "Completion of non-credit continuing education" was used. When I questioned the validity of this report, the ECE replied to me, "The courses you have completed at the University of Alberta and the University of Calgary were offered through continuing education divisions of the universities. There is no evidence that any of the courses you have completed would count towards regular degree programs at these institutions, therefore we consider these courses to be the equivalent to non-credit continuing education."

I have transferred my OHS Diploma into a bachelor degree at the Athabasca University and received 22 credits for it before so I know this is a false statement; I also think the Universities would not be pleased to know that the ECE is stating their continuing education division programs 'don't count'.

I have asked for a refund, which is entitled to me according to the ECE company website FAQs "Refund" information where they state that only when the ECE provides a report different that what was paid for will a refund be issued.Desired Settlement: I would like a refund of monies paid to the ECE. I would also like for the ECE to review their current policies on credit evaluations pertaining to Continuing Education programs and benchmark against other universities to ensure they are, in fact, aligned with industry standards.

Business

Response:

As the client requested, I have looked into the equivalency provided for her continuing education courses and I believe the equivalency of non-credit continuing

education is correct. Our guidelines regarding recommending credit for courses taken

in a Continuing Education division are as follows:

The program is the same as a regular day program for which we give credit

(has the same name and results in the same diploma);

The individual course(s) taken are listed in the catalog along with the

other courses that can be taken as part of regular for-credit programs; or

Some or all of the individual courses taken may be applied in some way

(advanced standing, exemption, "transfer", etc.) to part of a regular for-credit

program at the same institution. Usually this is formal institutional policy,

but there may be cases where it may not be; however, other evidence may exist

that the courses are accepted for credit (ie. we confirm it with the institution

or it is evident on the institution's transcript).

The courses

the client completed were part of the Continuing Education or Extension

division of the universities she attended and do not meet any of the criteria,

above. The courses she completed are not part of any

regular degree program, they have different course codes than courses in regular

degree programs, and are listed with hours as opposed to credits that are given

for courses in regular degree programs at these institutions. Institutions are autonomous and Athabasca has the right to apply credit to any courses they

want. This does not change our judgment, based on the criteria, above. If the client were

exempted from courses at the same institution where the courses were taken, that would be different. We are willing to review any evidence from those universities that might contradict the information in their course catalogs, which indicates that they do not recommend credit for these continuing education courses.

In regards to the question of a refund, ECE has done exactly what it promised and exactly what the client agreed to in the application form. When a client orders a report that lists subjects, credits and grades, but the work completed does not yield any credit, ECE prepares a General report and refunds the difference between the more complex report and the General report. This is what we have done in the case of this client. Our application form makes it clear that irrespective of the outcome, we will prepare a report indicating the equivalency of the work completed, even if the work is not credit worthy. Without the report, the results of the research could not be reported.

In summary, we have no basis to change the equivalency of the report. If the client can provide information that substantiates that the teaching institutions award credit for her continuing education courses, we will review her case and update the equivalency. We have prepared the most inexpensive report we offer, so that the results of our research are reported to the client, and we are refunding the difference between the more expensive and the less expensive reports.

Sincerely,

President

Review: I paid ECE for their evaluation service, but what I received was an inaccurate report. I called and spoke to Scott, the evaluator, and he was unsure of his own report, even though he was the one who filed the report. I spoke with his manger, Timothy, and he too had no idea what the process was for authentication. Timothy has to call me back to tell me that he needed to have his senior evaluator look at my paperwork. I asked additional questions, in which, he refuses to answer. Then I asked to speak to his manager and then Timothy completely refused to let me speak to his manger. He then said that he was going to refund my money and not do business with me. After that, he hung up on me without any more details. After calling back (30mins on hold) I spoke with [redacted], Margaret and she told me that she stands by her managers decision without even needing to hear my side.Desired Settlement: I would like a refund for the product and the shipping costs. ECE is willing to give a refund of the product but not the shipping.

Business

Response:

Although some of the facts presented by the client are correct, there are significant differences between his account of the conversation with ECE staff and him, and the versions documented by two separate ECE staff. An ECE manager determined that providing a full refund and ending the phone conversation were in the best interests of all parties. ECE will refund all money paid to ECE. ECE will not pay any amount beyond the fees paid to ECE, including costs incurred by the client to ship his documents to ECE. We feel that providing a full refund is a reasonable solution.Sincerely,Margit *. S[redacted]

Business

Response:

Although we feel the action we have already taken to refund the entire amount paid by the client is reasonable, we will take the additional action requested and also provide an additional refund of $6. I would like to correct statements made by the client, so as to make sure the record on this case reflects our position. The client wrote: "The

report is inaccurate. Your evaluator finalized a report then told me he

was unsure if the results were accurate. This is what has lead to this

situation. Your report is garbage. Your product is questionable. It is

worth nothing. Your employee did not do a complete job. "The report was accurate and the evaluator who prepared it followed complete and correct methodology and policy guidelines. The client was offered the opportunity to have the report reviewed by a senior evaluator because we always give clients the opportunity to have their questions answered by senior staff. We consider this to be appropriate and professional customer service. If we have made a mistake, we take responsibility and make appropriate changes. The client turned down this opportunity for a review. The comments made by the client in this Revdex.com complaint reflect the type of insults he used with two staff members in phone conversations with them. His unprofessional behavior led our staff to conclude that a continued business relationship with the client was likely to lead to further insulting and unprofessional treatment of our staff and to dissatisfaction by him with us. That is the reason we chose to end our business relationship and provide him with a full refund. The client wrote: "You claimed you were not responsible for the shipping costs, but

you supposedly have already have mailed my transcripts and I have not

received any tracking info as of now."I have checked the USPS tracking information and it states that the documents were delivered today. The client wrote: "I am asking for you to refund me

for my shipping costs that I incurred mailing my transcripts to you. If

you did not think you were liable for any costs outside the refund then

why did you mail back my transcripts for free after saying you were not

liable? You say one thing, your actions say another."By responding to a Revdex.com complaint, we are open to engaging in an interactive process to come to a reasonable solution. We provided a refund and covered the cost of returning the client's documents in the interests of coming to a solution. If the client interprets this as saying one thing and doing another, perhaps the Revdex.com process is not the right solution for him.We will provide the additional $6 refund in the form of a check. The check will be mailed to the same address as the one provided by the client to us for the purposes of returning his original documents. The check will be mailed on June 10.We hope that by providing the additional $6, the client is now satisfied.Sincerely,Margit *. S[redacted]

[A default letter is provided here which indicates your acceptance of the business's response. If you wish, you may update it before sending it.]

I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me. I accept this because I have received my refund of the shipping in the mail today ($6). I also did receive the product refund of $145. This was done in suspiciously in 2 bank transactions, $138+ $7. I'm assuming somebody was going to try and tax me shipping after I made you aware you were shipping it for free. Unfortunately Margit, every statement you made to rationalize ECE's decision to opt for a refund was inaccurate. You were not in the room when the conversation took place and it was not recorded. The manager and I had the conversation. How can you say what did or did not take place if you were not there? When I asked for his manager he told me that he will just refund instead and hung up on me and then went to you out of a desperate self preservation attempt to fill you in before I called back. So so sad. You made it extremely clear that you had to stand with your manager and could not comment on the details because they did not matter anymore. When I mentioned that I would report this case to Revdex.com you hung up on me. Very unprofessional. To think if your company would have put this much effort into correctly reviewing my transcripts which cost $145 as you did embarrassing yourself over a $6 refund we probably would have never been in this situation to begin with. Your ego equipped with your arrogance will undoubtedly run Jim Frey's company into closing its doors for good.I pity any other Philippine educated student that mistakenly goes to have their transcripts evaluated by a company that says they reserve the right to contact the Ministry of Education or University directly if needed to do a proper evaluation, but then not do it and tell the customer to get the information themselves.

Regards,

I was really satisfied with ECE Inc. work: recieved their accurate report even earlier than it was scheduled. ECE provides clear instructions and keeps customers informed during the whole process. In general, I consider ECE Inc. to be a great example of customer-oriented service.
I appreciate their professionalism and support, whish them all the best in their work!

Review: ECE issued wrong and materially inaccurate report and refused to work with me on resolving the issue. I spent a lot of time researching the issue and wrote very detailed comments and suggestions about possible resolution options. ECE did not consider working through the problem, did not respond to my specific and direct questions, did not recognize the limitations of their practice. I requested a telephone call, I made a proposal to help resolve the situation, but received constant refusal to work on finding a solution. As I am unable to use wrongful report, I requested a full refund and ECE refused this request also. I am extremely dissatisfied with their service and their customer service and demand that they at a minimum make a full refund of the cost - $325 promptly.Desired Settlement: Prompt refund of $325 by check.

The information in this document will help illustrate my response to the complaint.First, contrary to the client's statement, the report that ECE prepared for the the client is not inaccurate. The report includes conclusions with which the client does not agree. Those conclusions are based on ECE's professional opinion. That opinion is supported by methodology that is listed in the attached document and that was shared with the client in response to previous communications. The fact that the client does not agree with our professional judgment does not make the report inaccurate. Second, contrary to the client's statement, ECE staff did consider working through the problems of the client. Contrary to the client's statement, ECE responded to the client's specific questions, as demonstrated in the attached document.Third, contrary to the client's statement, ECE staff offered to discuss the issue in a telephone call.

I

My staff and I have provided the client with explanations on our decisions

requested of us. The fact that he does not agree with the conclusions

is not a basis for a refund or a change to our methodology.Sincerely,[redacted]

Response:

The matter of the fact is that I have useless and wrong report in my hand and I refuse to receive the report with only minor birth date correction, while the whole essence of the report is materially deficient. As any dissatisfied customer, I demand the right to be reimbursed or refunded my payment for being provided a defective product. Just because an organization developed certain products or services that they have been able to somehow sell does not mean the products and services are not defective. If discovered to be so, customers should have the right to request a full refund. I am extremely dissatisfied with ECE's product and the manner in which they deal with customer inquires and requests and therefore, demand reimbursement. If they do not provide my refund, it will be equivalent to wrongfully taking customer's money because the report I have been provided with is a erroneous report that I cannot use.

After reading all the horrible reviews about ece.org I was reluctant to use them. But the university I was applying to only accepted ece.org & wes.org evaluations. E.C.E. looked less complicated than W.E.S., so I chose E.C.E.
Let me tell you something - I had an absolutely PERFECT experience with this company. I supplied all the documents they required and the whole process took just about 1 week from the beginning to the end. The service turned out to be efficient and fast, the evaluation results were accurate, and I couldn't be happier! I would recommend the students to send E.C.E. certified translations of their diplomas and transcripts to assure everyone involved that the translation is professional and reliable (even though E.C.E. states that the translations don't have to be certified).
If you have all the required paperwork, use this great company with confidence. I did and today I received my acceptance letter from the University of Phoenix, inviting me to the Doctorate degree program I applied for! So, so happy!!!

I am very pleased with the work of Educational Credential Evaluators, Inc. They completed my evaluation in the time they said they would (actually faster). They responded to my questions both by phone and e-mail. They returned all of my original documents (diploma, transcripts, etc). And most importantly, they made my entire college education abroad count. I cannot recommend ECE enough!

Review: My wife, who was educated in [redacted], has two Master's degrees. Upon evaluation, ECE found both of her Master's degrees the equivalent of US Bachelor degrees. Upon evaluation from another US accreditation firm, her credentials were deemed equivalent to one Bachelor's degree, and two Master's degrees. As another firm has done their due diligence, researching the courses rigor and equivalence, it should be noted that ECE does not adequately research foreign education and should not be considered an authority on the matter.

I asked ECE to justify their decision. They expressed that because the [redacted] education system has 13 years of secondary education (ours being 12), their bachelor's degree only requires 3 years of studies, which is less than an American 4-year degree. Because of this, the entry requirements into a [redacted] graduate program are less than in the US, therefore, thus, they are not equal. I further asked if they had ever accredited a [redacted] education without downgrading it. They said they had not. Therefore, if you obtain a medical degree in [redacted], it is only worth an incomplete medical study in the US. If you obtain a Master's degree in [redacted], you have an American Bachelors, and if you have a Bachelor's from [redacted], you have an incomplete 3 year degree. The education shall always be downgraded at least one step. The key problem with their evaluation process is that they are not evaluating [redacted] credentials for American equivalencies, they are trying to fit [redacted] credentials in an American paradigm. Thus, cutting off a portion of the education—the mysteriously disappearing and always ignored 13th year.

Other key issues with their process: 1) because [redacted] considers (or offers) our first year of college education as part of their high school curriculum, does not make their education inferior. 2) one cannot base education equivalency on course duration, but on RIGOR! ECE expressed many times that my wife's education was not worth that of an American's because her education did not have as many higher education years (due to the 13 years of secondary education. They never mentioned the rigor of the courses. 3) The duration of study is the SAME! The [redacted] model: 13 years of secondary education + 3 years of undergraduate studies + 2 years masters = 18 years of education. In the American model: 12 years of secondary education + 4 years undergraduate + 2 years masters = 18 years.Desired Settlement: ECE needs to change this policy AND offer a refund. Because we've already received accurate accreditation services from another firm, we do not require a re-evaluation.

Response:

Thank you for the opportunity to respond to the complaint submitted by the husband of the client. The complaint is correct in stating the general facts about why ECE does not consider the three-year [redacted] bachelor's degree to be the equivalent of a four-year U.S. bachelor's degree. We do not consider three years of undergraduate work the equivalent of four years of undergraduate work. The husband correctly identifies the crux of the matter being the 13 year high school program in [redacted]. We disagree with his assertion that the 13th year of secondary school work is the equivalent of one year of undergraduate work. Our reason for this decision is based on the level of education. We do not recommend automatic undergraduate credit for secondary school work.I will address the three numbered points:1. The 13th year of secondary school in [redacted] is not considered to be university level work in [redacted]. It is considered to be secondary level work. We trust the [redacted] authorities to make a correct assessment of their own education when determining level of education.2. Although the [redacted] Gymnasium is a rigorous college preparatory program, we do not consider rigorous work at the secondary level to be the equivalent of undergraduate work. Similarly, a rigorous U.S. high school program would not yield automatic undergraduate credit in the U.S.3. Although 18 years of total education was completed by the client, the first 13 were at the primary-secondary level. We consider that to be significant. The client requested our professional judgment. In signing the application form, she indicated that she understood that she might not agree with the conclusion of our evaluation. I understand that the client does not agree with our equivalency. We have explained the reason for our professional judgment. The fact that she does not agree with our judgment is not a basis for us to change our professional judgment. The fact that she does not agree with our judgment does not negate the fact that we completed and delivered the work that we agreed to provide. Thus, there is no basis for a refund of the fee paid for the services we delivered.Sincerely,[redacted]

Response:

Thank

you for the opportunity to respond again. I would like to clarify

that, contrary to the statement of the husband of the client, ECE

does not downgrade [redacted] or any other country's credentials. ECE's

evaluation reports are based on our professional judgment and on

accepted applied comparative education methodology. As we stated previously, we do not consider

high school level work to yield automatic university credit. We do

not consider a three-year degree to be the equivalent of four years

of undergraduate work. The husband indicates that ECE should inform

people when they call before applying that they will not be satisfied

with the product. This request is impossible, because the evaluation

process is not done over the phone by the phone customer service

representatives, so there is no way for us to provide an equivalency

to a caller without seeing the documents and conducting the research

for an evaluation report. Furthermore, since we have had thousands

of satisfied [redacted] clients over the course of 34 years of service to the foreign educated community, it would be inaccurate to inform [redacted]

clients that we would not satisfy them. Finally, I would like to

clarify that ECE provides credential evaluations. We are not

accreditors. Accreditation is a very different process. We do not

claim to provide accreditation in any of our written materials. The

client's husband is mistaken in his understanding that we are an

accreditor.

In

summary, we provided the service that was requested of us. The

client does not agree with our professional judgment. It would be

unethical for us to change our professional conclusion to meet the

expectation of the client. Since we provided the service that was

requested, we have no basis to refund the fee paid for the service.

Sincerely,

Consumer

Review: The credits in my evaluation report were converted incorrectly. 3 semester hours in Brazil were converted to "2 US Equivalents" credits, when they are calculated using the same formula, the same one used by the US Department of Education. I had my evaluation sent to my prospective employer and this will determine my salary. The 54 Semester hour master's degree became a 28 semester hour (US Equivalent credits) and my pay scale may end up being significantly lower than they should be. I have complained almost 2 weeks ago. They responded after 6 days saying that my message had been forwarded to the evaluator. It has been 7 days since the message was sent. So, it's been 13 days without any responses from ECE.Desired Settlement: Revise (correct) the report immediately as 3 SH per class. Verify with issuing institution that the master's dissertation (thesis) is assigned 12 SH. Then, send revised copies to the original recipients (please include a revision letter to prospective employer).

Response:

Thank you for your questions. We have been researching your case. The conversion of the credits is correct. It is based on commonly accepted methods of credit conversion. There will be no change to the credit conversion. We contacted your institution in Brazil concerning the credits assigned to the thesis. Our Brazilian born, Portuguese-speaking specialist spoke to four different people about your case. They indicated that they could not provide us with a curriculum, but indicated that they might be able to provide it to the client. If the thesis was valued at 12 credits, as the client states, the curriculum would clearly indicate this, and it would also be shown on a new transcript. If the client can obtain a new transcript that shows 12 credits for the thesis, we will consider revising the evaluation report. The evaluator who prepared the client's report has already sent him an email outlining this option. We can provide two options:We can revise the report based on a new transcript that the client arranges to be sent to us, orWe can cancel this case and provide a full refund. Please let us know which option the client wishes to select.Sincerely,[redacted]

I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me.I'm resending this to confirm that this issue has been resolved and that I have accepted the business's response.

Regards,

I have submitted my evaluation to ECE, and received my GPA much lower than my friend who graduated from the same school that I graduated despite that his grades is same as mine. Then I discovered that ECE have changed their evaluation grades scale. It is a matter of months. If I had submitted my evaluation before few months, I would get much higher GPA.. I don't know why dental schools insist to have our credentials evaluated by ECE, it is not fair.

Review: Dear Revdex.com

I have my credentials been evaluated by ECE last year. When Compared with my colleagues, who graduated from the same school I graduated from, and the same year, I found that my credentials have been evaluated by different grading scale than my colleagues by ECE. I contacted ECE to clarify about this discrepancy, they requested me to pay $60 before looking at my complaint. After paying the required fee and waiting for about two weeks, ECE replied that their evaluation is correct. After several emails between me and ECE arguing about the discrepancy, ECE informed me that they have changed the interpretation of the grading scale used at my institution in 2010. And ECE refused to make any correction.

I have graduated from college of dentistry, University of Baghdad in 1995, and many of my colleagues who completed their evaluation with ECE before 2010 have got higher GPA than mine. This put me in a difficult situation in my applications to the dental schools in the US because I got at least 0.5 GPA point less than my colleagues who have same average as mine which lead to an unfair comparison among the applicants.

I believe that using different grading scale for two graduates that graduated from the same school and have the same average is unfair and unethical, and if for any reason ECE need to change grading scale for any school, it should be applied on the graduates of the later years, or the years that ECE have never issued any evaluation for their graduates to avoid unfairness.

I have adversely affected by this evaluation because I got lower GPA than my colleagues, and when we applied to the same school in the USA, my colleagues got accepted and I got rejected because of the lower GPA despite the fact that we have almost the same average scores from the school we graduated.Desired Settlement: Reevaluate my credentials using the same grading scale used before 2010 to interpret the grading scale of the credentials of the graduates of university of Baghdad, College of Dentistry in 1995.

Business

Response:

The information supplied by the client is correct.

In 2010, ECE reviewed its grading scale for dentistry programs at the University of Baghdad. Based on additional information, we determined that the grade conversion scale that we previously used required updating. From the date of the review in 2010 and afterwards, ECE applied the revised and corrected grading scale.

ECE longer applies the old grade conversion. We apply the current grade conversion to every file we now

review, including the client's. It would be unethical for us to make use of a grading scale that we no longer believe to be correct.

Any dentistry student of the University of Baghdad, including those who had reports prepared prior to 2010, would be subject to the new grade conversion scale.

In summary, we cannot change the report of the client by using an out-of-date grading scale that we do not believe to be the most up-to-date and accurate.

Response:

This business is one of those who just want your money and whose staff are incompetent to do a simple job. I ordered a credit evaluation of my academic documents from the school I graduated from in an Asian nation. I also paid additional money of $80.00 for their service of 5-day rush processing. As humans, I made a mistake of overlooking the additional requirements I need to submit. Not knowing this because of my fault overlooking this, I called their office after 2 weeks wondering what happened to the 5 day rush that I paid for. Then they told me that I lack one more document so they can complete their evaluation. They said they informed me of this by sending me an email. I never received an email . I even looked at my spam folder and searched for it. I only received one email from them that confirms my order and that my documents arrive at their office and that the money I paid through check was cleared. That's it. But they never emailed me for the request of the additional document I lack. They insisted that they emailed it to me. I was taken aghast because they made it seemed it was my fault that I did not receive my email. I told them that all they need is to follow up the email or call me or text me because this is urgent and of time-constraint which I paid for. I was expecting that if I commit a slight or overlook something, they should have just emailed me again to remind me because I ordered "speed process" ...it's their responsibility also to take effort to make process it speedily by requesting me through constant communication with me. They did not bother to email me or if they did once, they did not email again . Because if they really want to satisfy their customers to give their money;s worth, then I demand that they do their jobs by also "expediting" the process by constant communication. But they never did....they just sit on their [redacted] all day while waiting for a response to an email they never sent .This is a business that just sucks your money. I can't believe a simple process of crediting, can be so tedious on them. I demanded my money back , the extra $80 which I paid for the 5 day rush.Good thing , they readily agreed to that and I 'm waiting for that money so I can use that money to spend on long distance to call my school, pay the school for its service, and pay for the postal delivery from abroad.

Review: My application was sent a month and a half ago and I was notified that I did not have sufficient document after I followed up on it a month after the application. Up on receiving my follow up email ece informed me that they have tried to contact me via email on 2 oct 2013 about insufficient document which I have not received. I have asked for proof that they have indeed sent that email on that day and I have not received a reply at all - with no proof I can only presume that they did not notify me at once about the insufficient document and therefore they should be responsible for the significant delay for my application.Desired Settlement: without proof - ECE should offer me an expedited evaluation service at no extra cost to me or they should refund at least 1/2 the fee I paid for the initial application to compensate for the delay.

Response:

Thank you for bringing this situation to our attention.

We have sent a screen shot of the information request to the customer. She has responded, indicating that she has received the screen shot. In addition, when we have received the documents required to prepare the report, we will process the file on a rush basis.

We hope that these two actions meet the needs of the customer.

Sincerely,
