fee is nonrefundable whether the applicant changed his mind or not. He tried to talk me into letting him move in without paying any money, he harassed me when I would not move him in without money, and threaten me when I would not return his application fee. I had to call the police to have him removed from the property. The police put a no trespass on him, meaning he would be arrested if he returned to the property.   Here is a more detailed summery of the complainant actions, this is copied from the "notation to files" I have attached to his application on file,   Wednesday 09/02/2015   The complainant came in the office on Wednesday September 2, 2015 around 10 AM to inquire about the apartments, he wanted to know if I accepted HOPWA, I told him I do accept HOPWA if I can approve the application. We discussed his income and housing and I told him we do not except felonies, he said he had none. He said he would like to get in this weekend.   I told him if I can verify what he told me I would have no problem with the application. I also told him if HOPWA is paying his deposit and rent he would want to get the application in before I leave today because I know they approve HOPWA on Wednesday or Thursday nights, I could not remember which of those night it was for sure, but otherwise it would be next week before they would approve it. He said he would have the application back here today by 3:00 PM. My maintenance man was in here when we had this discussion.   Friday 09/04/2015   He put the application in the drop box with the application fee Thursday night. Friday morning I reviewed the application, calculated the income, and tried to call the The Enclave for a rental verification and left a message.   I then left for the day to go to the hospital because my mother was taken there the night before. There was no reason to contact the Damian center because I know I have until Wednesday to get them a letter for HOPWA   Friday around 4:00 PM he called and wanted to get moved in during the weekend, I told him there is no way the Damian Center is going to get him a check to move in late Friday afternoon and reminded him I told him that Wednesday when he came in. He was adamant about already being approved and could get a check today. I told him if he can get them to call me and tell me they would write a check today I would move him in. I have been doing business with the Damian center since 1998 and felt that was not going to happen but felt I should give him the opportunity to try.   He called back and said he left a message with his care coordinator, I told him we would have to wait until the first of the week. At that point he started to get very pushy, raising his voice and tried very hard to convince me to let him move in without any money, and then he wanted me to move him in with just paying the deposit. Because I would not let him move in until he was confirmed by the Damian center he started to harass me and said I was sending mixed signals implying I was being racist or giving him the run around. At that point, after several attempts to get off the phone and get back to mother who was still in the hospital, he had me very upset and I adamantly told him this conversation was over until Monday and hung up.   He tried calling back several times and I had to block his phone number to where it went strait to voice-mail. Then he left several messages stating I had not started his application he wanted his application fee back, I felt at that point he felt he was not going to be approved because of the way he harassed me and was trying to get his application fee back.   Monday 09/07/2015   The complainant came in the office on Monday September 7, 2015 around 11 AM stating he wanted his "Application" and his "Application fee" back. I told him I never give back applications, I have to keep them for the record and he can't have his application fee back because it says on the application, that he signed and agreed to, the Application fee is non-refundable. He told me he will get the application fee back and started to threaten me, I told him he needed to leave the office.   He continued to threaten me stating I would not make it out of the office without giving him the money, and I would have to watch my back because he knew where I was at, along with several other types of harmful threats.   I called the police, he walked out the door, then started to head back into the office and I locked the office door. He walked back and forth in front of the office until the police came. The police informed him he would have to leave and he was truss-passed from the property meaning if he came back he would be arrested.
