The customer received the training and said the training was a better than the the place he took prior training. After the training  course was given we were in the process of a move.   The file was sent out but returned for not having enough postage....

 It was resent out immediately.  I did not receive any information that none of the people did not receive their permits. In fact three other people called and gave me copies of their licenses for their file. As far as the time restraints we mail the files as a convenience. It is not mandatory that we mail out the forms. We have provided training to over 1000 people and this is the first complaint we received from you.
