Emerald Chinese Seafood Restaurant

Long story short we were ignored and recieved lousy service, but that's not the main reason I'm writing this review. I made sure not to tip when I signed the bill and paid with a credit card, but when I checked my card charges the next day they charged me more than 19 dollars more. I called my credit card and disputed the extra amount and told them I totaled only the price of the food and I did not sign off on any gratuity an there was no mandatory gratuity fee on the bill. There were only 4 people in my party(table).
