Contract for blacktop installation stated rip out and replace existing. Seal Coat 90 days after installation. The blacktop was started in September 2019 the Seal Coat that was needed to complete the job was never applied. The driveway is crumbling do to the fact that it was never sealed. I have tried to contact him several times. He will no longer answer my calls or texts.
