We have spoken with this resident, he lives in a condo association that required us to us a very small amount of water from the exterior community area faucetWe needed the water to power-wash his buildingWe paint thousands of homes each year and a homeowner being upset about this is very rare

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
I reject the business's claims on several counts.  By and large, the business continues to
absolve itself of any wrongdoing in their practices regarding water use.  Their refrain, "What's the big
deal?" continues to ring clear and is insulting.
1) The business claims, "We paint thousands of homes each year and a
homeowner being upset about this is very rare."  My response is, there is a simple explanation
why homeowners do not complain:  they do
not know their water is being used!  Such
was the case with my water.  I only
accidentally discovered my water was being used.  If I had not discovered it, I would not have
complained.  In addition, I spoke to
other homeowners who were appalled at the unauthorized use of my water and who
said they would object, too, if their water was used the same way.
2)
The business claims, "We needed (the resident's) water to power-wash his
building."  That is a lie.  The HOA's water source was 40-50 feet away
but Empire used my faucet instead.  I
learned the location of the HOA's water source a few days after Empire tapped
into my water.  It was not necessary to
use my water but the business falsely claims they needed to.
3) The business claims, "(resident) lives in a
condo association that required us to us a very small amount of water from the (resident's)
exterior community area faucet." 
This is a flat out lie.  I watched
the power washing being done on neighboring buildings.  It uses a constant high-velocity volume of
water.  And Empire used water from my
faucet for a period of two days.  That is
NOT a small amount of water.
4)
The business says, "We have already reimbursed this homeowner for more
than 5-10 times the amount of water we used."  Odd.  How
do they know how much water was used for two days?  They offered to give me $20 and I accepted.

In its response, the business did not address the conduct of their
representative [redacted] who I spoke to on the phone with my initial complaint.  His condescending tone and "What's the
big deal" attitude was dismissive and insulting.
6)
The business says, "Please close out this issue, it has been resolved with
the Guy."  They think that by
throwing $20 at me it is resolved.  The
bigger issue was never acknowledged.  In
fact, it was denied again in the business's response.  That is, a large volume of my private water
was used by Empire without permission even though the HOA water source was
available nearby.  And then Empire
dismisses the complaint as "No big deal" and "very little water
was used."  If Empire continues to
frame things that way, my complaint stands and should be made public knowledge.
