Customer’s Statement of the Problem:
ENCO Utility Services is currently providing billing services for the Hamilton County Tennessee Water and Wastewater
Treatment Authority, but the paper bills that arrive are irregular in nature - changing from month to month, arriving
anywhere from two weeks before due date to only a few days before due date - and vague in their provision of error
mediation (I.E. when errors occur there is no mechanism to address or correct those errors. Calls to ENCO Utility Services
are only directed to bill payment services, not customer service representatives who might be able to correct inaccuracies
in the billing.)
Complaint Background:
Problem Occurred: 1/15/2013
Desired Settlement:
Billing operation must be rectified to provide consistent delivery that gives adequate time to A) respond to any errors and
B) pay the bill without incurring late fees, and set up a mechanism which will address and CORRECT billing errors in a
timely fashion.
ENCO Response:
As [redacted] says in her complaint, ENCO Utility Services provides billing services to this person’s sewer
service provider, Hamilton County WWTA located in Chattanooga, Tennessee.
• The services delivered to Hamilton County by ENCO are based on the policies and requirements of
Hamilton County WWTA. ENCO does not set policy for the WWTA.
• The water usage data required for ENCO to calculate a sewer bill for the WWTA is delivered to ENCO
by the Tennessee American Water Company (TAW) via a contract between TAW and Hamilton
County WWTA.
• ENCO has no control on this data or the timing of delivery of this information.
This person is not a customer of ENCO Utility Services. She is a customer of the Hamilton County WWTA.
The WWTA has a customer service group to handle customer issues relative to their sewer billings. [redacted]
