To: [redacted]:My name is Allen C** and I am responding to the letter that we have received from you dated July 31, 2014. We apologized for not responding e-mail as we might have missed it. I am writing this back to you in the respond for this job.
My 1st visit to the house located in...

[redacted] MD [redacted] was an estimate a week before the installation date. At that time, I had informed the owner, [redacted] that he would need to upgrade the electrical panel & the service cable from 125 AMP to 150 AMP or 200 AMPs. I had also told him that MD [redacted] (electrical company) might take up to 2 – 4 months to do the upgrade. He has acknowledged that he said he had made the contact to [redacted] on Oct 16, 2012. I have then installed a 2 ton heat pump brand "[redacted]" with 8KW electric heat kit. He had also allow me to use the dryer breaker space at the time for installation. The house is over 40 year's age, whereas electrical panel has only 20 spaces. It is really not enough. That was the main reason I have informed [redacted] to call [redacted] to do the upgrade of the panel. After the installations which is about 8 months later on summer of 2013, [redacted] had decided to call me and asked me to schedule a time to go back to completed the electrical panel. At that time, I have responded back to him that I was too busy to go back due to my summer air conditioners jobs. I have informed him to call local electrical contractor to finish the electrical panel. In additions, he had never pay the full amount of $ 5,000.00 US dollars. He had only paid me $ 3, 500.00 dollars and that was only the cost of the heat pump unit. Per contract agreement, we would only do the partial duct work, it meant on the top of the heap pump where the air handler unit. Other existing duct work that he has mentioned that one of the bedroom has no air come out. Like I have mention before, this house is about 40 years old and it was from the original duct work. Please kindly contact the owner and asked him to provide you some of the pictures of the interior where the room has no air supply. -I have also included a copy of the service contract, please asked the home owner [redacted] to provide you the [redacted] paperwork and the panel work documents. -Should you have any questions, please feel free to contact me at [redacted]. Thanks you!Sincerely,Allen C.

 Complaint: [redacted]
I am
rejecting this response because: 1) Allen C** did come to my home to do the
estimate, he told me he would do the whole Heat Pump installation ($3500)
to replace my current Air Conditioner and oil furnace. Since my electrical
service panel had no extra space for electrical heat, he also told
me to either install sub-panel (free) or upgrade my electrical
service and install the new electrical panel ($1500). In this case, I
agreed him to replace the whole Heat Pump and the new
electrical panel. 2) One week later Allen C** came to my house and installed
the heat pump. To test the heat pump, he told me to use the dryer break space.
He insisted that this was just a temporary solution and he would correct it
later. 3) Allen C** told me he would contact the electrical company
([redacted]) to request and increase the service size to my house, and then came
to install a new service panel and connect the dryer. He left after I paid
$3500. 4) Because it was October I did not use the heat pump. After several
weeks it got cold so I started the heat pump. Then I found that one of bedrooms
had no hot air, no air supply at all. I contacted Allen C** for the problem, he
said the electrical company took some time and he would come to check the
problem.  Allen C** never showed up. 5) I called him several
times, he either told me he was busy and would call me back, or did
not answer my phone call.
Allen C** told me he was licensed electrician, plumber and AC
techinician, so I trusted what he said and did. In this case, I really
doubt if he is illegible  to provide
service and got paid.
Today I went into the crawl space, and found that there
were abandoned duct pieces on the ground and uncovered duct opening. I
have attached several pictures of the duct problems I found. I don't know if those were the major cause of the duct, but my air conditioner and oil furnace did supply cool/warm air to the whole house. Since his work, one of my bedrooms totally has no cool/warm air supply.
I have two requests: 1) check and fix the duct problem. 2) install a subpanel and connect the dryer.

The technician (i believe he is the owner as well) is rude. Brand new A/C was installed in Jan 2016 with 1 yr warranty. One day (i believe in May 2016), the a/c was not cooling and called the technician who came about 2 days after. during the time the a/c isnt working, I turn it off for a day and turn it back on the following day. The technician came and check and saw nothing wrong. He was kind of in a hurry and left saying nothing is wrong, another incident happened again , called him and said its not working again, power it off and it was good the next day, told him that I powered it off and it looks like it was working again but I wanted him to check it still. He didnt showed up and didnt even call. this Sat-7/2/16 it did it again, so I turned it off for several hours and turned it on again, and it was ok. yesterday, 7/6/16 did the same thing and it did it again. I texted the guy about the saturday and yesterday so he said he is coming today. he went there (unfortunately) I have to go to work as I cant take off every time he said he is coming since my mom (who is 73 yrs old) is there anyway. when he got there he said there is nothing wrong but I kept on asking why is it happening, then he began saying that we are wasting his time and there is nothing wrong, while im hearing my mom explaining what happened, he began shouting and cussing my mom and repeatedly saying the "F" word. I felt so helpless listening on the phone while this person is doing that to my mom. After the incident, I called the local police to file a complaint but cant do anything with it as he is not there at the house anymore. I tried to file in here but none of the category fits.
I just hope this complain/review will spread over to warn people of his rudeness and unprofessional.

Review: EPA installed new Air conditioner and heating system in my home on 10/16/2012. They also promised to come back to replace electrical panel and finish all related duct and electrical issue, but they never showed up. There are two major problems after their installation: 1) One bedroom has no cool/warm air supply; 2) The clothes dryer was disconnected and not put back. I tried to contact them several times since then, they never give me positive feedback in the past two years.Desired Settlement: Fix these two major problems at least.
