comprising of boilers and chillers, which heats the building and all apartments in the cooler months and cools in the warmer months. This system is switched over manually twice a year respectively. For our building's heating/cooling system, the District of Columbia requires that the switch to heat occur by October 15th, and not be cooler than degrees for the remainder of the cooler months, which we did On October 11, 2016, we advised our residents of this switch via email and to contact us should they have any questions or concerns. We then proceeded to switch the system from AC to heat (on this day the low was degrees and the high was degrees). The claim that Equity decided to switch to heat early is false. The temperatures outside appeared to have stabilized and were between - degrees consistently. The period of time in question was October 17th to October 20th. During this time frame, the low was between - degrees. As previously stated, in order to be in compliance with the district, it was necessary for the heat to be on. On October 18th at 6:PM, the resident placed a service request to have the air flow turned off in her apartment. The following day when the office opened, we turned off the air flow as she instructed. Later that evening after the office was closed, she emailed the community and stated it was hot in her apartment. On October 20, we installed a portable AC unit in the apartment as a customer service gesture. When we installed the portable AC, our General Service Director stated that the temperature in her apartment was not hot, but comfortable and not as hot as it was outside.We were in full compliance with the District of Columbia and did everything we could in our control, even supplying her with a portable ACAs such, we are not responsible for paying the bill.
