Review: In late April, I met with [redacted] outside of [redacted] to have a custom engagement ring, asscher cut EVS2 1.56 carot, built, per our agreement and per receipt provided by [redacted], for my July ** wedding proposal date. I asked multiple times if he could deliver it before the July **, 2013, date. He assured me the ring would be ready within one week. I paid him a partial cash payment of $1,800. On May *, I paid him the remaining $4,400 owed, in cash, after [redacted] and I agreed to upgrade the diamond. He again told me the ring would be ready within one week. After daily phone calls, six separate trips to pick up the ring and repeated no-shows by [redacted], I pressed him more and more for the ring. He gave me excuse after excuse why he didn't have it, but always would assure me I would have it "the next day." He even asked if I wanted a full refund to which I said yes. But he said the ring would be ready "the following day." Always the following day. With the July ** proposal date approaching and no chance to move the proposal date due to a company I hired to help propose or lose my substantial deposit to the proposal company, I was forced to buy another ring for $2,500. I was not happy and told [redacted] so. On July **, he gave me the ring in the basement of [redacted]. and said repeatedly if it did not appraise for equal to or more than I paid, or not the correct ring listed on the receipt, he would refund my money. I promptly had the ring appraised twice and both appraisals viewed the ring as nothing close to what I ordered on the receipt [redacted] provided. In fact, the ring was used and the low-grade diamond was fracture-filled. Upset, I notified [redacted] of this immediately. After some stalling, he said to bring the ring back, which I did on Aug. **. We met outside of [redacted]. He said he would have it cleared up within 1-2 business days or he would have to refund my money. He would always stall when I asked when I could get the refund. On Aug. **, [redacted] provided a written receipt that stated the ring would be replaced, corrected or the money refunded. On Nov. *, he said he was still waiting on the corrected ring. I told him then I again wanted a full refund. He said OK. Every day he tells me to give him another day, as he's done since I pressured him for the original ring in late May. I am still waiting for the refund. I am livid. I am tired of waiting. Lastly, I have complained to him virtually every day since May **, 2013, up through Dec. *, 2013. And every day he has a different excuse, or blames the setter or someone else who "has my money."Desired Settlement: Full refund of $6,200
