I am rejecting this response because: This is one of the lies I'm referring toThis is just another lie for them not to do their jobI can clearly see that there is NO ONE else that is doing thisAll my neighbors have their cans next to their garbage bins and they are not along the alley lineSo why do their bins get put back? Even if they were conforming to these supposed expectations, my bin can't be on the alley line due to the layout of the propertyPlus, they don't even put the bin back on the alley line they claim to needThey leave it down the alleyThey leave bins knocked overThey leave them openThey go without picking recycling upThis is nothing but a pattern of poor behavior and making up lies to justify that behaviorThere's absolutely no reason they can't return the bin to the spot they found itI don't want the bin sticking out in the alleyNot everyone is going to have that option, so they can't keep making up excuses for not doing itThe driver is lazyEven if people had the bin perfectly placed for them, they STILL would not put in back in that spot

We received your communication dated November 7, regarding complaint ID number ***The Neighborhood Recycling Corporation (dba Eureka Recycling) is contracted by the City of Saint Paul to collect recycling from carts at residential properties in the City limits on a weekly basisPer the
contractual agreement with the City of Saint Paul, there are specific requirements for where a resident is to place the cart for collection on a weekly basisThese specifications are communicated to residents by the City in an annual Recycling Guide that is mailed to all homes, on the City website, on Eureka Recycling’s website, and in other communications from the CityTo directly quote from the City’s Recycling Guide, “To ensure the mechanical arms on the trucks can service your cart, please: Place your cart along the edge of the alley or curb by 7:am with the arrows on the top lid facing outLeave two feet of space, if possible, between your recycling cart and other objects such as your garage, trash carts, trees, or fences…” You can view the whole recycling guide here: https://www.stpaul.gov/sites/default/files/Media%20Root/Recycling%20Guide_Final.... and additional information about the program on the City’s website here: https://www.stpaul.gov/departments/public-works/recycling-and-waste-reduction/re... information Over the past six months, we have been in close communication with the resident who filed this Revdex.com complaint, and have acknowledged that there are some unique circumstances at his property that make it difficult for him to follow the cart placement requirements, specifically because the asphalt at the alley line in front of his garage is sloped and crackedWe have given our driver specific instructions to return the cart to the flat asphalt area directly behind the sloped asphalt so that the cart will not tip overWe sent several of our employees out to talk to him in person and explain that we can make an exception for him because of the unique circumstances but would not ask the driver to bring the cart all the way back to his garage door because we have trained our drivers to always leave two feet of space between carts and other objects as is spelled out in our contract with the cityWe understand that he is still not satisfied with this solution, but any further complaints about this should be directed to the City of Saint Paul who contracts us to provide this serviceWe have informed City Staff about the situation at this address In response to his other complaints, the only time we have not completed our routes as scheduled on a weekly basis was at the beginning of the rollout of the new recycling program in January It was a major change to our operation and a major change for residents and we worked collaboratively with the City to manage that transitionIf a single resident’s recycling collection is missed there is a procedure per our contract with the City of Saint Paul to investigate the cause and if appropriate perform a special pick-upHe also states that we do not recycle things that are recyclableAs part of our contract with the City of Saint Paul, we also sort the collected recyclable materialThis processing entails separating all of the material into specific categories in order to sell that material to a market that will turn it into new productThe material accepted in the City of Saint Paul recycling program is based on the ability for specific material to be sorted effectively as well as the availability of markets to purchase that material to make into new productsThere is a significant amount of research and due diligence done both by our facility, municipal programs across the country and other industry stakeholders to designate materials accepted in a residential recycling programThe presence of chasing arrows on packaging denotes the type of plastic and not whether the item is recyclableThere is much work at the national and state level to have product manufacturers more clearly denote recyclability of packagingThe item that this resident inquired about is not accepted in our program due the ability to sort and the availability of marketsHere is a link to information about what is accepted in the Saint Paul Program with a link to a Detailed Yes/No ListThis information about what is accepted in the Saint Paul program is also included in the Recycling Guide mailed to residents every year Please let us know if you need any further information about this matter, Kate *** Co-President Eureka Recycling

So why do their bins get put back?  Even if they were conforming to these supposed expectations, my bin can't be on the alley line due to the layout of the property. Plus, they don't even put the bin back on the alley line they claim to need. They leave it down the alley. They leave bins knocked over. They leave them open. They go without picking recycling up. This is nothing but a pattern of poor behavior and making up lies to justify that behavior. There's absolutely no reason they can't return the bin to the spot they found it. I don't want the bin sticking out in the alley. Not everyone is going to have that option, so they can't keep making up excuses for not doing it. The driver is lazy. Even if people had the bin perfectly placed for them, they STILL would not put in back in that spot.
