Review: Measurement Computing Corporation placed purchase order [redacted] with Excel Enterprises on 4/*/13 for 500 pcs. of an obsolete Xilinx component XC5204-6VQ100C with a requirement on the purchase order that "acceptance is subject to authenticity testing by 3rd party independent testing lab. Product will be tested and test results will be submitted to MCC prior to shipment. Parts have a 90 day money back warranty against part failures"We received 310 pcs. on May *, 2013 and required to pay $6,866.50 COD at time of delivery via Federal Express. The Test Report sent to Measurement Computing from Excel from the 3rd party testing lab was only for 269 pcs. I questioned Excel about the 40 pcs. and they did not have the parts tested as they felt they came from a reliable source and did not need testing. I told Excel I could not accept parts without a Test Report. Excel gave me RMA number [redacted] on May **, 2013 to return the parts. I shipped the parts back to Excel and they were signed for on June *, 2013 at 3:16 p.m. via Federal Express.Management and I did not feel comfortable receiving any more parts from Excel as they had sent us parts without a report and never indicated that the 40 pcs. were not tested. The outside of the package the 40 pcs. were enclosed had handwritten on it "All Good! and Inspected by: Pass". (I wrote not inspected on the label). This is clearly falsifying information to make us believe the parts had been tested. There are too many counterfeit parts being sold and we cannot risk having bad parts on our products out in the field and tarnish our company's reputation.I have requested a refund from Excel on June **, August *, August **, August **, and lastly on Sept ** with indication that I would be filing a complaint. I have not received any response or acknowledgement of any kind from Excel regarding this refund since I returned the parts. I would like some help in getting our refund from them because clearly they are ignoring me.Desired Settlement: Refund of $886.00. This is 40 pcs. at $22.15 each.
