Therefore, when a utility bill comes to our office in our name for a property in which a tenant is residing, that bill becomes the responsibility of the tenant. Also per the lease agreement, on page 2 paragraph 7, "Resident is required to leave utilities on and in Resident's name throughout the entire term of tenancy. Failure to do so will result in Manager charging and Resident agreeing to pay the utility expense plus a $25.00 administration fee per utility bill within 7 days of notification."
All letters sent to Mr. [redacted] requesting payment for the utility bills he did not put into his name were due 7 days after the date of the letter as is stipulated in the lease.
Mr. [redacted] did make payment and did so by the due dates stipulated in his letters.
Just because the tenant chose not to follow the terms of his lease and those specifically explained to him upon signing the lease does not alleviate the fact that he needs to pay the bill as well as the administration fee associated.
I'm really not sure why he is sending a complaint to the Revdex.com. Mr. [redacted] is the one who is not following the rules he agreed to.
If Mr. [redacted] had followed the terms of his signed lease agreement and put the utility bills into his name as he was supposed to, none of this would be an issue.

This response does not address the issues billing for time when I was not in the apartment, and receiving less than 7 days of notification to pay the bills.
Dating a letter Dec. 23 and sending it through standard mail that day is not the same as notifying someone on Dec. 23. In that case, I did not receive the letter until Dec. 26, and the payment was due on Dec. 30.
I will respond here to the utility bill issue. I moved from Normal to Bloomington and transferred the services from Normal to the new address. I did not have Nicor in Normal, nor did I have a separate water bill. Not activating those utilities was not intentional; it was an oversight. Once I discovered that had not happened, I put the utilities in my name, but two more bills were still sent to Excel.
However, none of that changes the original points I have made. Excel wants to continue to fall back on the utilities not being in my name, without addressing, responding to, or acknowledging the fact that it has already violated its own lease on three separate occasions.
