Fraud case to a senior for services never provided made over the phone. I never signed any contract with them, never given copy of terms.
Approximately during the last week of July I went to their office in Downey they handed me a contract that if I want it the service I had to signed their contract. The following week they contacted me by phone by *** whom asked for my credit card but they won't charge until I signed the contract. I never sign the contract but they charge my account on July 30, 2018 $350 I tried getting reverse by calling them to no avail then I contacted the bank they reverse the charge on 8/24/18. But on 10/10/18 the bank debited $350 stating that I need to resolve the issue with the merchant. I am senior citizen on and off the hospital I cried out to *** to reimburse the charges for services never provided and he said is not in his hands.
Investigate to how many seniors they are conducting this scam. Refund for $350 for services never received.

This Claim is absolutely frivolous, *** contacted us back in July for Investigation services. She agreed to the terms and she signed a Credit Card authorization form. We wouldn't be able to process her card unless she agreed to the terms which were once we start work on a case we are unable to issue a full refund. We advised her that her remaining balance can be used for ANY investigation services and is also transferable( she can give it to anyone to use) and is good for 5 years. Apparently , after it seemed that she had no use to complete the services , she decided to dispute the charges with her bank with out consulting us. We provided clear proof to the Credit Card company and for this reason they reversed her claim. After her bank reversed the claim, *** decided to contact us to resolve the issue. We told her as a courtesy we will offer her the Full $350 as a credit and she can use it for ANY investigations service she needed ( which is also transferable and good for 5 years)which is the terms on the contract she agreed to and that was shown to her bank or we can refund the money back to her minus the fees for the time and work put into the case. She never got back to us and decided to file this claim. She is more than welcome to contact us and both those offers still stand. Regardless, We will hold her complete payment of $350 ( without deducted anything) as a credit to be used for any investigation service for 5 years or we can issue a refund for the remaining amount. She is more than welcome to contact us immediately to get this case resolved at ***.

I absolutely deny the declaration made from *** He made predatory calls until he got my credit card number I never was handed a document nor a contract. I never signed any thing. I made several attempts to resolve the matter to no avail *** told me that its not in his hands but his manager. After that he pick up my calls and hang up. After I contact the bank to request an investigation they told me that the company was able to provide a signed document therefore the charge remains. Today 10/18/18 I received by mail a copy of a forge document provided by Excell. Not only they charge my card without my authorization but they unlawfully forge my signature committing a crime. As they said I signed a credit card authorization form I DEMAND to get a copy of such authorization form to add as proof of the charges that I will file against this fraudulent company. As of today *** from Excell has issued a $250 credit not the full refund. Forging a signature, after predatory calls should not be allow as business practice.
