Review: Charged $45 to plug two holes in rear tire when I requested that they check the functionality of TPS system and sensors. No refund/credit offered.

On 11/30/13, I stopped at a business titled, "Expert Auto N Tire" at 6800 Fair Oaks Blvd in Carmichael, CA, to have them check my tire pressure monitor system and determine whether or not the sensors were functioning properly. They said they did not have the tool, and I turned to walk out. Then a man, who I believe to be the owner, said that he have a guy who is an "expert" and he could check it out for me. I specifically asked if he could check it without the monitor. The head guy said, "yes." The "expert" said he would remove all tires and examine the sensors. In the end, the same company whose invoice identified them as "[redacted] 100" charged me $45. The "expert" said that I had two nails in the rear driver side tire and that the nails were setting off the TPS system. My vehicle still had the "Check Tire Pressure Monitor System" light on when it was returned. The "expert" told me that the sensors were fine and the light should go off in 2 to 3 miles and told me to return if it did not. I told him I was en route to an appointment in Rocklin. I did not return on that date because it was late. On 12/5/13, I purchased a tire for the front driver's side from America's Tires on Ikea Ct in West Sacramento so my son could resume driving the car. They could not reset the TPS because I didn't have the dealership key. On 12/6/13, My son and I went to Americas Tire at Greenback and Hazel Avenue in Citrus Heights to reset the TPS system using my son's key. The staff at America's Tires determined that the front driver's side tire sensor was not functioning and it had to be replaced. I paid $60 to replace sensor and the TPS was reset utilizing my son's key. I then asked if the sensors functionality could have been properly checked without the electronic device, and the staff member said, "no." On 12/7/13, I returned to Expert Auto N Tire. The "expert" attempted to explain the $45 charge and resorted to an "English barrier" when I did not understand being charged $45 for plugging 2 holes in 1 tire. His English was broken, but it was very clear. I waited for the head guy to return and I showed him my receipt from their establishment and [redacted]. He stood by the $45 charge and refused to return any portion of my money to which they pointed out the small 4.25"x5.5" piece of paper pinned to the wall behind him that indicated that they do not issue refunds. They also refused to a provide a credit based on the charge was for lifting my vehicle and visually inspecting the sensors for broken pieces inside the tire. To which, I said your establishment, basically, charged me $45 to plug two holes in my rear driver's side tire and failed to provide the service I requested which was to determine whether or not the sensors were functioning properly. To this, the head guy said they charge $15-$20 to repair flats and they fixed 2. It should be noted that the alleged nails they removed from the rear driver's side tire would have been in there for nearly two weeks which is when my son got a flat in the rear passenger tire. That tire was found with 1 nail going through the tire and 1 on the surface. I had that tire repaired approximately 10 minutes prior to driving upon Expert Auto N Tire. The staff at the other tire repair shop did not understand English very well when I asked if he could check the TPS monitor system; so I left. If there were 2 nails in the rear driver's side tire, they would have been on the surface because the tire pressure was fine the two weeks my son was driving on a temporary tire. If there was a slow leak in the rear tire, the tire would have been very low. I believe that they misled me regarding the service they were providing with respect to the service I requested. Additionally, I believe they took advantage of me because I was a woman. Per the staff at [redacted], they could not have checked the functionality of the sensors without the specialized device.Desired Settlement: I would prefer a refund being that they did not provide the service requested. If this is not possible due to the small piece of paper attached to the wall behind the counter, I request a store credit for the full amount of $45.
