Express Phone Repair

My phones screen was broken so I took it here for repair(3/7). They had a sign in the window that said be back in 15 minutes and please call the number listed. I called. The person said he will be right in. I took a look around a neighboring shoe store and got a call from the person from the store stating he was back. I went in and he said he could repair my phone. $85.59 with tax(I paid with a CC). Come back in an hour and it will be done. When I returned my phone was apart on his counter and he informed me he did not have the replacement screen. I said to him that he should put my phone back together and give me a refund. He said there would be a service charge. I let him know he should not have taken my phone apart if he did not have the part. He then made calls and said he has can get the screen and I should come back in 40 minutes. I returned with my wife so she could witness the rest of the transaction. My phone was in still in parts on the counter and he said he did not have the part. I asked him to put my phone together and give me a refund. He said only the owned could refund. I asked for the owners number and he put my phone back together. I said I would call from the store to straighten this out before I left. My phone did not work because there was no sim card. He had lost it. He tried to claim it wasn't there to begin with but I reminded him that he spoke called me on this phone earlier. With no satisfaction I left. I called the number for the owner and it was not a working number. I called the store on 3/9 and he said I had two options: 1. bring the phone in and they will fix it for $25 or 2. a full refund. I let him know I had purchased a new phone (I need it for work) and I would take option two. He said he would call me back that afternoon. I have not heard from him. I have checked with my CC company and the charge went through. I am disputing it.
