The Resident was leased the unit at ***, on the first floorShe was toured and shown the unit in questionWe advertise the units with concrete floors, not wallsThe Resident has made contact regarding the noise she hears from her unit; on September 19th and an email was returned the same day, where we asked her to place a maintenance request for her complaint pertaining to the wallShe placed the maintenance request and was contacted via phone times, without responseThe third time she was told the request would be canceled if she did not reach back out to schedule a time with the VP of ConstructionShe did not reach back out to the VP of ConstructionOn October 17th she was offered a transfer into another unit or an entirely different building of her choiceShe did not accept the offer to transferThe Portfolio Manager did inspect her unit with her at the time and did not notice any noise issuesThe apartment is in a building with floors and units so there are times where you may hear some communal noiseWe do send notices out to Residents who are causing noise in excess, in accordance to Oregon Landlord Tenant Law.? On November 9th the Resident sent an email stating she wanted to vacate, we responded to her and again brought up the offer to transferShe did not vacate the unitOn November 10th and 11th I spoke to her on the phone and asked her if she would like us to come into the unit, she declined and stated that she was going to moveThe email correspondence and advertisement is attachedWe believe we have attempted to rectify the resident's complaints and offered solutions to her, which she has declinedHer complaint included that management has not responded to her, however we have responded to each email and phone callWe will reach back out to the resident, since this complaint is the only correspondence we have received since the 11th of NovemberWe will again offer to transfer the Resident or let her out of her lease without penaltyAs for the complaint regarding the price for her unit, our market rate and specials run at move in can change depending on the market and needs of the property

Good Afternoon: I represent Mr*** as the Director of property management in which Mr*** appliedMr*** is correct he did apply for a unit of ours and it happen to not be the correct unit that was offeredAt this point our company did issue a refund in full for $to Mr***
on 8/23/We have attached the conversation log of text messages showing that he did not text us any updated information but in fact did call Christina on 8/23/and provided her an forwarding address of *** * *** ** *** ** ***Six days later after the check was mailed, the applicant called *** to provide her with another forwarding address that differed from the firstIt was explained at this time that the check had already went out to the last address and that we would need to wait days to ensure it does not clear the account before reissuing another checkI have spoken o accounting today 9/11/and a new check is being cut and mailed to the address of *** * *** *** *** *** *** ** ***I have provided proof of the check that was originally mailed on 8/23/to show that our company did in fact mail payment by certificate of mailing to this address I hope this answers all of Mr***s questions and concerns regarding his paymentPlease let us know if there is anything further he is requesting All the best, Natisha P***Director of Property ManagementekoLiving/WDC Properties503-221-x***

I reached out to Ms*** and offered to extend the offer to move without penaltyShe accepted the offer and noted that she will vacateI also inquired if there is specific units causing excessive noise volumes, causing disturbances for herI am awaiting her responseOur construction and Maintenance VP will schedule and provide a notice to enter MsBlack's unit to inspect for any maintenance resolve to her noise complaintsI've suggested a white noise machine to help Ms*** with her complaint of lacking sleep due to outside noise in the building. We've informed Ms*** that we cannot make changes to the structure of the building or her unit, however have offered multiple resolutions and options for her.
