After careful consideration I have decided to work through a settlement outside the Revdex.com as it will take the same time and effort but will be binding. There was work that needed to be redone. Additional proposed repairs were not required. Demand to be reimbursed for work not performed will remain unchanged and I assume Fairbanks Irrigation will not extend fair and reasonable consideration thus small claims will be a binding remedy.I want to thank the Revdex.com for their effort to facilitate this dispute.

It is unfortunate that this customer would not listen to
reasonRepeatedly, from the beginning, he has threatened retaliatory action
against company unless he was given what he wantedHe was never told no by the
company, but rather to provide documentation of work done by the other company
so we could determine if there was any liabilityTo this date we have not
received any documentation for any work performed by the other contractor only
his demandsHe has come back with another companys report and said that the Rain Sensor
was moved due to poor reception and that the battery was replaced in the sensor
because it was bad. Also, that the
transformer was badThese are the reasons he wants a refund
In the first case of
moving the Sensor the manufactures’ literature states that the sensor can be
installed on top of four story building and sends a strong single from that far
awayThe sensor he purchased was installed outside of his garage on the fence
line extremely close to the receiverFurthermore there is no way to test for
reception with this rain sensorAs for the battery being replace the
literature goes on to say that battery is a yrbattery warrantied for
yrsIt also says that the battery is sealed in the sensor and there is no way
to change the batteryIf the battery is bad you have to purchase a new unit
As far as the
transformer not working it was replaced with a brand new transformer and the
controller responded the same wayTo go on, this transformer was used the next
day on another job and worked perfectly.
The location of where the transformer was plugged in was also change during
the testThe controller still behaved the sameAll this lead us to the idea
that the controller was badThe reason that the price was is because
the customer sent over a picture of his controller which was for zonesWe
had the price of the controller and two modules built in to make up zones
for this included install
The evidence that the
Tune Up was completed is that a Lateral line break was discovered on
inspection, a price quote for repair, and repair completed during the first
visitHe also agreed to the install of a wireless rain sensor and that was
completedWe made a second trip to the property to install a face plate,
delivered by another company, and the controller again acted the same way
This second service
call was not charged for
This customer will not be receiving a refund

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  
I will prepare a fact sheet of the dates, times and service provided and a copy of the work performed by a 2nd Irrigation company that documents my claim.  The work as in the repair order was performed and all systems work 100%.  Unfortunately, the respondent (Mr. Michael [redacted]) resides in New Mexico and does not have a 1st hand view of the circumstances as evidenced in his reply.  Hopefully this can be resolved.
