Ordinance or resolution by the governing bodies of all of the municipalities we serve.Our adopted fees Schedules state that additional re-inspection fees will be charged for failed inspections, due to statutory violations of the UCCAs an additional reminder of this, we include this notice in our permit approval package of documentsThe permit holder is required to sign for the Permit and associated documents at the time the permit is picked up, acknowledging that the permit holder understands their legal obligations and responsibilities.In this particular case, the inspector arrived to perform a footing inspection for the permit holder and He found that the holes were filled with waterThe referenced technical standards, both the International Residential Code edition and the American Concrete institute Standard 318, prohibit pouring concrete into standing water due to the propensity of the gravel, Sand and Portland cement in the concrete mix to separate under those conditionsThe owner was informed that his inspection failed, the footings needed to be drained and cleaned, and a re-inspection would be required.Even though the inspector has been an exemplary employee and inspector for years, take all complaints seriouslyInvestigating both sides of the story, found myself with a "he said - he said" situation, with no witnesses or documentation to support either sideIn the interest of accommodation, directed another inspector, at the permit holder's request, to assume responsibility for the project.The bottom line on my response is that: O The inspection failed due to a clear violation of the PaUniform Construction Code.We have to pay inspectors for their services; whether the inspection passes or failsWe should not be expected to subsidize a Permit Holder's failure to comply with the Statutes and Regulations of the Commonwealth.The permit holder was forewarned, in writing and which he acknowledged, that failure to have his work completed and Code compliant would result in re-inspection fees.Thank YouPeter S*CCS
