We received a call early afternoon asking if we could come change a tire on a 2004 [redacted]. The customer indicated they were located on route 88 just s. of cr 25 between [redacted] and [redacted], N Y. We asked how they
would be paying and they said with a credit card. We advised the cost...

to
change a tire is $50 plus tax. Upon arriving, the tire would not come off of the vehicle. We attempted to put air in the tire, but the tire would not hold air. At that point the tow truck driver called into the office to ask advise us as to what the situation was. He spoke with another driver here, who then got on the phone with the gentleman who as on scene. We suggested possibly  towing it to [redacted] located in [redacted] and advised him of the Towing fees of $45 and $4.50
per mile plus tax. (the $50 plus tax at this point is waived as that is the fee for a service charge) He stated he
would advise the drive on scene where
to take it. We ended up towing the vehicle at the customers request to [redacted] in [redacted] with [redacted] as a
passenger. The gentleman who had been there (which they indicated was
her boyfriend had gone to work) Upon arriving at [redacted] called and asked why it was not $50 plus tax. We explained it was because  she had been towed 24 miles, that was the cost of the hook and tow mileage. At that time, she could not pay the bill. We advised her that if she was a regular customer of [redacted], maybe they would pay the charges for her and add it to her repair bill. ( this is a common practice at times when people are towed to a repair facility) [redacted] stated they did not want to do that. We waited for 45 ruins on scene ( and did not charge her any additional wait
time) while she attempted to get payment arranged. Finally we informed her we would need  to impound her car as she could not pay. She called the office again at that point and asked how much to tow it back to our shop and where her bill was at. She then asked if she came and paid  the bill if we could then tow it back to [redacted]. We advised her of the fee to tow her back, at that point she laughed and repeated the figure she had been given and added "[redacted]" and hung up. After we towed the vehicle back to our facility, she came to
pick it up. She asked about the fees and said she was unaware, but the driver who had actually talked to her boyfriend was in the office. He spoke up and said, I am the one who talked with the guy that was on scene with you and I advised him of the fees at that time. She said she did not know that. She paid the bill and seemed fine when she left. We then towed the vehicle back to [redacted] for her as she had requested. We attempted to work with [redacted] as
best we could, we tried to see if anybody had [redacted], we suggested a place to tow it to that was only 4.4 miles from her breakdown, we attempted to see if anyone else could pay the bill and we did not charge her any
wait time, which we normally would have
for that long of a span. We also
discounted the last tow for her to a special
rate lower than our normal fees. We do not feel we
