items are excluded from an exchange it needs to state it on the receipt and ALL signs in the store. I want their signage corrected, I want the receipt to match store policy and a contact number for customer service posted in the store!

Review: I bought a t shirt dress at the store and 5 days later per the receipt I tried to exchange. receipt says no refunds only exchanges in 7 days.I bought it on 9/23 and tried to exchange yesterday 9/28. The lady at the counter pretends first of all not not understand you then tells me no exchange party dress. I said it's a tshirt dress its not a party dress and no one said that when I bought it and the sign on the wall states exchange with receipt only within 7 days with tag attached to the item and no exchange for accessories, bags, shoes jewelry and under wear. So then she points to a hidden sign behind a display that has marker all over it from her changing it constantly and says this sign say no dress return. I took pictures, and then she tapes to the side of the register when I say that sign is blocked! I took pictures to show if you need. She marks out party and now it says dress which makes my return not acceptable. That is deception! I asked for manager no one speaks English, I asked for Owner no one knows who it is? This is not right, fair and should not be allowed. I looked it up in yelp and same complaints over and over! Then her English comes back miraculously and she says "you argue for $10.99?" and I said $10 is $10 dollars first of all you spoke good English when you took my money, so that acts a lie and you diceive and change your policy and by the way you are arguing over the same $10 so don't dismiss me! Some one needs to fix this business practice. Yes it's $10 but if it happens to tons of people it adds up to a lot more. Also are there laws against this cuz they need to be taught them and lack of command for the English language is not an excuse. I took her picture too because no mistake on who told me this information should the owner or manager ever appear! Thank you.Desired Settlement: I want them reprimanded! I want a sign that doesn't have sharpie all over it cuz it's constantly changed depending their needs. I have given the dress to my daughter-in-law today after telling her the story and she liked it so I gave it to her. I just want fairness for the next unsuspecting victim and maybe a clear sign with complaint contact number. The number filed with the City is disconnected([redacted], owner on record is [redacted] and manager is [redacted]. Apology in English please!
