The Federation Credentials Verification Service (FCVS) received notification from the Better BusinessBureau regarding ID number *** requesting a response to a customer complaintWe appreciatethe opportunity to resolve this dispute.FCVS follows specific procedures to complete verification of an
applicant's core credentialsIn thisparticular case, the initial application was submitted to FCVS on 07/27/On that same day, FCVSsent electronic verification requests to both the Educational Commission of Foreign Medical Graduates(ECFMG) and the applicants' US postgraduate training programsFCVS utilizes the services of ECFMG toverify the medical education of foreign medical graduatesOn 7/29/2016, ECFMG notified FCVS that thedocuments on file were incomplete, and they mailed a verification request to the medical schoolTheyalso indicated that they would transmit the certified transcript and diploma to FCVS; those documentswere received at FCVS on 08/01/ECFMG sent a second request on 08/26/2016, as a reply had notbeen receivedOn 09/08/2016, FCVS received a direct email reply from the medical school, indicatingthere were documents attachedUnfortunately, there were no attachmentsWe respectfully replied tothe school on the same day, and did not receive a return email until Sunday, September 18, 2016, at2:18am CSTThis final required document was scanned and processed into our system on 09/19/2016,and reviewed by a Credentialist team memberTo complete the Medical Professional InformationProfile for the designated state medical board, FCVS called for an ECFMG certification status report,FSMB certified transcript, and Physician Data Report, which includes board action history and ABMScertification verificationThe final profile went through our final Quality Assurance audit and waselectronically released to the designated board on 09/23/This all follows our specific proceduresand standards.Due to possible unforeseen delays, FCVS encourages our applicants to allow up to months forcompletion of their applicationWe apologize that we did not meet the timeframe anticipated by theapplicant; however, the incomplete response from the medical school delayed completion of the profile.The applicant indicated that the school responded promptly, and the delays were caused by FCVS, butthe above timeline of processing outlines a different chronicleThe applicant was kept apprised of thestatus at regular intervals during the entire process, and contacted our Customer Support Center onseveral occasions as well.As FCVS provided credentialing services to the applicant, with a complete Medical ProfessionalInformation Profile sent to the designated state medical board, a refund is not warrantedWeunderstand the frustration experienced by the applicant; however, the time for processing applicationsand building a credentials portfolio varies with each applicantIt involves contacting multiple sources*** *** *** *** * *** *** * *** ** ***

writing in reference to Complaint ID [redacted] from Dr. [redacted] FCVS has completed many profiles for Dr. [redacted] in the past and we have had many discussions with the physician regarding the difficulties in obtaining  verification of his medical education. Dr. [redacted]’s mentions two (2) items in his formal complaint regarding the verification process of his profile. 1) Certified Transcripts – the physician indicated that the medical school sent certified transcripts to FCVS in 2011. Response: FCVS can confirm that a package was received from the medical school on 4/1/2011. That package contained a newly completed verification form signed by the dean with a signature date of 3/18/2011. A transcript was not included in the package. 2) Communication – the physician indicated that he was not informed of the omissions on the verification nor the missing documentation (transcript). Response: FCVS can confirm that we have had many conversations with the applicant, dating back to 2003 regarding the difficulties we have had obtaining a completed verification form and certified transcript from the medical school. 2/19/2003 – physician confirmed that the medical school sent the certified transcripts directly to him and not to FCVS. FCVS must receive the transcripts directly from the source for the transcript to be considered primary source per the medical board’s requirements. FCVS did notify the physician that the form contained omissions. 4/18/2006 – FCVS sent another request to the medical school for a newly completed verification form, addressing the omitted information, and a request for a certified transcript. 1/25/2011 – sent request to medical school via federal express, at the physician’s request, for a completed verification form and transcript. 4/1/2011 –verification form was received, transcript was not included. 1/23/2013 – physician emailed FCVS to request a copy of the “applicant provided” transcript that was in his FCVS profile.  A copy of the transcript was emailed back to the applicant on 1/23/2013.The physician recently submitted a subsequent application to FCVS. During the processing of the subsequent application we emailed the medical several times at the request of the applicant to obtain the certified transcript. On 9/7/2017 we received the certified transcript electronically from the medical school, thus finally completing the medical school verification of the applicant. FCVS is a non-biased third party in the credentialing process. We make requests to the source institutions for verification of the applicant’s education. We make several attempts to obtain verification and in the event that we do not receive verification, a notation is added to the profile detailing the steps that were taken with the institution to resolve the issue. There are times that FCVS is unable to obtain verification from the institution.
