Review: I've recently purchased a home in a new subdivision. Upon moving in the home the roads was not pave. After a few months later the pavement process started. After the road was pave the road started to crumble in break before reaching a full year. The developer stated that the paving company did not properly followed through with the designed plan leaving the newly developed subdivision roads with several road damages. The developer met with the home owner and informed us that the pavement will not be redone but the pot wholes will be fixed. as well as the other areas of the damage road. After fixing some of the issues, in less then two months those sames issues return due to the heavy machine continuity to drive in the community. The issue is now bigger and the developer failed to met with the home owners after being requested twice. It is to be noted that the developer is all members of the Home Owner Association board and has constantly avoided meeting with the home owners. The developer also promised to install a road light fixture for visibility purpose being that the home sits on a busy highway (route 5 where the speed limit is 55 mph) making it difficult and dangerous to enter as well as exist the subdivision. This promise has been made from 2011 to present and the developer has failed to follow through with it. When the developer finally attended a HOA meeting, it was with a plan to take properties that belong to the Home owners using a scared tactics and false information to persuade votes from the homeowners. The developer also failed to fairly seed my grass as well as fix my driveway pavement properly. Upon closing on my new home, my driveway had a really large whole in it. It was later covered however, after fixing it has been determined that my driveway it's leveled enough to keep the rain water from flooding my garage. This is due to the assess of more tar being use on top of the initial pavement when fixing the whole. Please ask [redacted] for my [redacted] Customer Satisfaction Survey .

There is also a flaw in the design of the home in which they are aware of. This is the existing method of covering vents, because they aren't covering the vents properly, birds are now being found inside the vents of the home (some have created a next, died and continues to chirp during the day). There have been multiple home that has experience this and the developers has yet to go to all the homes and fix this issues by placing the right fence cover over the vent.

I hope all is well. I am emailing you as you requested. My lawn is covered with rocks on the side of my house. Because of these rocks, I ran into an issue which involved a car being hit by a flying rock that was thrown from my lawn mower. Fortunately the owner of the car was understandable and proceeded with looking at [redacted] estate development. You also promised me new grass and seeding. Well, I have noticed a difference in the grass that was replaced by the fire hydrant however, the grass near the mailbox need to be replaced as well (There was only a small section replaced near the mailbox and that was next to the area of the blacktop where the whole had to be fixed..... see picture). When watering the grass on the side of the house, it seems very muddy, not being absorb into the ground...... (don't have this problem on the left side of the house where the AC unit is located). Please see attachment. This is the reason that I haven't completed the survey.

Again – I apologize for the lack of attendance by the Board, and have forwarded communication to the members communicating the concerns and frustration of the evening. As promised, I have cc’d in the attendees of last evening’s meeting as you have requested. I hope that I have entered the information correctly – some of the information was difficult to decipher. Please forward any questions or concerns that you have to me, and I will continue to advocate for you and your community for the answers that you need. Additionally, once I receive communication from our Board, I will certainly forward that to you. I wish you all a safe weekend, and look forward to speaking with you soon. [redacted] fax

It is to be noted that the developer make up the members of the HOA board.Desired Settlement: I would like for the roads to be repaved (unified look). I would like for the vents to be replaced with the proper fence cover. I would like my drive way to be repaired correctly. I would like that my yard is reseeded properly as it's filled with clay.

Review: Felts and Kilpatrick are the developers of my neighborhood [redacted]. They have not been upfront and prompt in dealing with concerns of our neighborhood.

1. The streets began to crumble within a year of living here. The came back and did some patch work and repairs and a year later it is already cracking and crumbling again. The streets are not up to the standards of Henrico county and as such the county will not take over the roads. This also means buses are allowed to enter our neighborhood to pick up students.

2. They were supposed to install lighting at the entrance to the neighborhood so you can read the monument sign. They installed some sort of lighting but it was inadequate to light the sign and has since stopped working.

3. In the original plan of the neighborhood there was supposed to be a tot lot (kids playground) and it was never built and we never realy recieved a good reason as to why it would not be installed per the plans.

These issues have been brought up continuously at HOa meetings with them saying something will be done.Desired Settlement: I would like for them to acknowledge that they have not been responsive to these requests that are simple rights of ours as homeowners in this neighborhood. The lighting needs to be fixed immediately and the streets as well.
