We have reviewed the complaint
and the documentation in the student's file (***
***). The National Student Loan Data
System (NSLDS), the U.SDepartment of Education's (ED's) central database for
student aid had flagged the student for aggregate loan limits. This
happens
when the student is at or near limits for borrowing federal aid, which
then is verified and communicated to the student by us. The student
withdrew on September 16, 2013, which resulted in the federal requirement to
process a Return of Title IV funds. This process, commonly referred to as
an R2T4, is one which complies with the federal regulations of administering
federal student aid and does affect a student’s aid. Lastly, given the
timing of the drop the student was charged tuition for what time she attended and that is why she
carries a balance with Concordia University

[redacted] reviewed the complaint and referred it to the appropriate areas for further review:Free Retake:  The “free retake” program referenced was discontinued effective July 1, 2012. The new policy does allow for the potential of a “no charge” for truly “extenuating circumstance” and...

The referenced class that needed to be retaken was attended during FY2014 clearly after the discontinuation of the “free retake” era.Lack of Payment Plan Options:  All non-traditional classes are billed on an “as taken” / “start date” basis each semester. To set up a payment plan on an outstanding balance, Ms. [redacted] should call [redacted] in the CUW Business Office, 262-243- 4465.  Setting up and following through on a payment plan will keep the account from being sent to our outside collection company.Transcript:  The school policy is that no transcripts or diplomas are released if a student has a balance owing.  We are willing to work out a payment plan with students to get the remaining balance paid, but we clearly state that the diploma and transcript will not be released until the balance is paid.Lack of Assistance for Accelerated Learning Program Participants:  Although it is not feasible to have all the same services at every center, tutors, writing lab, other student assistance programs are available at the Mequon location and are available to all students. Lack of Computers and Other Office Equipment:  Equipment is made available to students as a convenience.  If supplies are running low or malfunctioning, please bring to the attention of employees in house. Treating all Students Equitably: Although we are committed to treat all students fairly and equitably regardless of the program, as a point of information, traditional students are billed at a higher per credit rate based on more face-to-face professor time than Adult Education students.
