This letter is prepared in response to the letter received from your office dated 12-1-16,whereby a complaint from *** *** was filed with your office.The statements provided in the letter related to correspondence regarding preparing aproposal for professional servicesI am shocked that a
complaint was filed on mattersrelated to providing a quote for services, as we do not have a contractual agreement withMr*** to provide any services.Upon first being contacted by Mr***, he indicated that he wanted to engage ourservices to assist with a new land use application pertaining to a project site we assistedwith back in In all of our work had been completed per the clients wishes andthe project had been closedI explained to Mr*** during his most recent inquiry thatour company is extremely busy and we would not be able to even re-open the project fileand prepare a proposal for future work for several weeks.We are not under any contract to provide services and we were merely requested to preparea cost proposal to perform future work pertaining to a new approach on the old work we hadperformedIt is our company policy to not perform work unless we have signedauthorization agreeing upon cost of servicesTo date we have only been requested toprepare a proposal and our company has been very busy and we have not had time toresearch and review the old project materials and prepare a proposal.We have been very clear in communicating to Mr*** that due to our work load wewould not be able to provide a quote for cost of services for an extended periodThis actiondoes not merit having a complaint on record with your office.I request that your office dismiss this complaint in consideration of the fact that Mr***is not a current client as we do not have a contractual agreement to perform services andthe basis of the complaint is frivolous

You were clear? Well sure, first you said 2 weeks and we waited the two weeks. then second you said 4-6 weeks and we waited the six weeks, and then thirdly you said a further 8 or more weeks. And so after waiting till the end of January, what were we supposed to receive from you then?
True we have no contract, but we did have a previous contract... and thus a business and professional relationship. It was due to this relationship (and the satifaction thereof) that we again contacted you. 
Contract or not we can and do express our dissatifaction with Firwood Designs service or rather lack thereof. Under the conditions which only you had control over we could not even get to a contract. Though we would have like to have done so.
You worked with us then (2013) and thus have all the details of our project. We were excited to make contact with you and you too seemed excited for us to come to this point to see this project through to completion. 
What was hard to swollow was your final sentence in the last response. After we waited the time peroids which you required, you said, "We would certainly understand if you choose to inquire with other firms." Professional yes, but not nice and frankly as I stated, you are implicitily brushing us off and saying 'good luck.'
Perhaps we are wrong, but none the less we needed to get your attention. In the current development phase going on throughout Portland Metro, it is all to easy to brush folks like us off because you know the business will simply keep coming.Sincerely,[redacted]
